The Town of Lincoln will be soliciting bids for a surface reconstruction project at courts 3 & 4 of the Lincoln Clay Tennis Courts located on Ballfield Road, Lincoln, MA under MGL 30, 39M.  This will be a prevailing wage project.  The reconstruction project consists of surface and base layer removal and replacement, drain removal, re-pitching, and laser grading of courts 3 & 4.

Bid Documents: Available Monday, March 9, 2026, on the Lincoln Town website and at the Lincoln Town Offices (16 Lincoln Road, Lincoln, MA 01773).

Pre-Bid Meeting/Site Walk: Wednesday, March 18, 2026 at 10:30am.  Bidders should meet outside at Tennis Courts at 1 Ballfield Road, Lincoln, MA 01773.

Bid Due Date: Monday, March 23, 2026 at 12pm to the Selectboard’s Office, 16 Lincoln Road, Bids will be opened in public in the Selectboard’s Office.

BID INSTRUCTIONS
CLAY TENNIS COURT SURFACE RECONSTRUCTION – COURTS 3&4
The Town of Lincoln will accept bids for a surface reconstruction project at courts 3 & 4 of the
Lincoln Clay Tennis Courts located on Ballfield Road, Lincoln, MA
Copies of bid specifications may be picked up in the Office of the Select Board, Lincoln Town
Offices, 16 Lincoln Road, Lincoln, Massachusetts, Monday through Friday, 8:30 a.m. to 3:30 p.m.

A pre-bid meeting/site walk will be held on Wednesday, March 18, 2026 @ 10:30 a.m. at the
clay tennis courts – 1 Ballfield Road, Lincoln, MA 01773. All interested bidders are encouraged to
attend.
Sealed bids shall be accepted at the Office of the Select Board, 16 Lincoln Road, Lincoln,
Massachusetts 01773 until Wednesday, March 25, 2026 @ 12:00 p.m. at which time they will be
publicly opened and read.
The Town will make an award to the lowest responsible and responsive bidder within seven (7)
business days of the acceptance of the bids. The lowest bidder will be determined by the total
contract price.
The Town reserves the right to reject any or all bids if it were in the Town's interest to do so. The
Select Board also reserves the right to waive any informalities.
All bids must comply with the following conditions:
1. All bids shall be submitted on the Bid Response Sheet provided in this specification in a
sealed envelope clearly marked "Bid – Clay Tennis Court Surface Reconstruction – Courts
3&4."
2. Bid Response Sheet - The bidder shall include on the Bid Response Sheet the name
and address of the bidder, a telephone number and the times when he/she can be
contacted and three references from other similar projects completed. The bidder shall also
provide his/her social security or federal identification number.
3. Insurance - coverage as specified below shall be taken out in a company or
companies authorized to do such business in the Commonwealth of Massachusetts and
shall be written for not less than any limits of liability as specified herein below, or required
by law, whichever is greater.
a. Worker's Compensation and other benefits as required under Chapter 152 of the
General Laws, as amended, and Section 34A of Chapter 149 of the General Laws.
b. Employer's Liability with a limit of at least $100,000 each accident.
c. Comprehensive General Liability and Automotive Liability: General Liability shall
include Contractor's Liability, Completed Operations and Products Liability; all on
the occurrence basis with Personal Injury Coverage and Broad Form Property
Damage. Automotive Liability shall include coverage for owner, non-owned and
hired automobiles, where applicable.
d. Combined single limit for Comprehensive General Liability and Automotive Liability:

f. The Town of Lincoln will be named as an additional insured on all policies.
g. Certificates of Insurance shall be submitted to the Town simultaneously with the
execution of the Contract. Certificates shall Indicate that Contractual Liability
coverage is in force. These Certificates shall contain a provision that the insurance
company will notify the Town by registered mail at least thirty days in advance of
any cancellation, change or expiration of the policies.
4. The Select Board will make an award to the lowest responsible and responsive bidder. The
responsive bidder will be the one who meets all bid requirements and submits all required
information to the Town. The responsible bidder will be determined through reference
checks.
5. Bid Deposit – All bids with a value over $50,000 shall be accompanied by a bid deposit in
the form of a bid bond, or cash, or a certified check on, or a treasurer's or cashier's check
issued by a responsible bank or trust company, payable to the Town of Lincoln. The
amount of such bid deposit shall be five percent of the total value of the bid.
6. Payment Bond – If selected as contractor, the vendor will, within ten days (Saturdays,
Sundays and legal holidays excluded), following notification of selection, provide a payment
bond, from a surety company qualified to do business under the laws of the
Commonwealth and satisfactory to the awarding authority, in the sum of fifty percent of the
contract price, the premiums for which are to be paid by the contractor and are included in
the contract price.
7. Work will be completed in November of 2026. Timing will be coordinated with the Director of Parks &
Recreation as the timing of the project will need to coincide with concurrent irrigation replacement
project taking place at courts 3 – 6.
8. A Pre-Bid Meeting/Site-Walk will be held on Wednesday, March 18, 2026 @ 10:30 a.m.
at the Lincoln Clay Tennis Courts located at 1 Ballfield Road Lincoln, MA 01773.
Questions regarding this bid may be submitted to Jessica Downing - Parks and Recreation
Director in writing via email (jdowning@lincnet.org) no later than Friday, March 20, 2026 at
12:00PM.
9. The Terms and Conditions of the contract are spelled out in this Invitation to Bid, in
the Specifications, and in the Bid Response Sheet, all of which will be part of the contract
document. The successful bidder will be acknowledged with a letter of award, which will be
signed by both parties. This letter will also become part of the contract document.

Clay tennis court surface reconstruction at courts 3 & 4 of Lincoln Clay Tennis Courts, located at 1
Ballfield Rd. Lincoln, MA 01773. The reconstruction consists of surface and base layer removal and
replacement, drain removal, re-pitching, and laser grading of the courts.
SPECIFICATIONS
This surface reconstruction will consist of work at the existing Lincoln, MA green clay tennis
courts (courts 3 & 4) – reconstruct adding stone and 1” Har-Tru layer above the clay base,
remove center drain, re-pitch and laser grade:
Reconstruct courts 3 & 4 to fast-dry, stone sub-base
Remove top level of court surface, including center drains and laser grade base to new
pitch from center (between 3/4) to lateral edges
Add 2" stone dust, laser grading to new pitch
Add 1" of HT on top of newly graded base stone (40 tons per court)
Remove old net post footings and replace at new court height
Install line of paving stones along court 3 edge (by shed) to help maintain grade/control
erosion
Special Notes:
Vendor shall remove and dispose of old clay surface court material in conjunction with
new surface installation and grading.
Vendor must have experience constructing or reconditioning clay tennis courts, with a minimum
of 3 projects within the last year.
Vendor shall provide all labor at state prevailing wage rates, equipment and materials
necessary to meet the job specifications.
Vendor shall provide a bid deposit equal to 5% of the total value of the bid.
Vendor shall provide a 50% payment bond.
