PROJECT OVERVIEW

a) Project Background - To ensure the Province is in a constant state of preparedness regarding wildfire pre-suppression and suppression activities, the services of High Volume Sprinkler and High Volume Water Delivery systems are contracted on an “as-needed” basis with no guarantees of work. The High Volume Water Specialist may be utilized in conjunction with these systems to provide oversight, supervision and ensure appropriate measures are deployed.

The High Volume Water Specialist may also be requested, at indetermined dates during a calendar year, to provide Community Protection Sprinkler Plans. These plans would assist Forest Areas and High Volume Sprinkler Service providers by identifying where community protection sprinkler lines could be installed prior to deployment for community protection. Scouting these locations and pre-planning will increase future response times.

b) Project Objectives – This RFP will be used to identify High Volume Water Specialists who meet all requirements in order to create a call down list for deployment when High Volume Water Services are required. The High Volume Water Specialist will collaborate with the Structure Protection Specialist and Incident Management Team to determine the location for the High Volume Sprinkler lines and to assess the appropriate waterline diameter to meet the objectives. This will ensure the niche, expensive tool is integrated into the structure protection plan and deploys the most cost effective equipment. The Incident Management Team will determine the length of deployment for the High Volume Water Specialist once the equipment is set-up.

With respect to the Community Protection Sprinkler Plans, a High Volume Water Specialist will, upon request by the Province, develop written plans to assist Forest Areas and communities to identify where high volume sprinkler lines may be deployed and the equipment required to complete the objectives. These plans may be comprised of a number of locations as the threat of wildfire may come from any direction, and must include:
Identify advantageous locations to deploy High Volume Sprinkler systems for community protection sprinkler lines;
- Areas of concern related to volatile fuels, defendable space, predominant winds, critical infrastructure for the community, etc.;
- Access, staging, pump locations, etc.;
- Anticipated needs with respect to Equipment, including but not limited to the number and type of pumps, amount and size of hose, number, and type of sprinklers, etc.;
- Anticipated time required to deploy the above Equipment requirements, how it may be potentially integrated into structure protection plans and;
- Location and feasibility of potential staging areas.

The aforementioned scenarios in relation to the direction of threat can be predetermined in conjunction with the requesting Forest Area.
