Proposal

The City of St. Cloud, Minnesota is soliciting Request for Proposals from qualified vendors for valve and piping component replacement for an existing Primary Sludge Conveyance System.

Proposal
The City of St. Cloud, Minnesota is soliciting proposals from qualified vendors for valve and
piping component replacement for an existing Primary Sludge Conveyance System.
Background Information
The existing Primary Sludge Conveyance piping system was installed at the St. Cloud
Nutrient, Energy and Water (NEW) Recovery Facility in 1973. This system was modified in
2008 to its current configuration. This piping is necessary to convey solids from the primary
clarifiers to solids processing at the Gravity Belt Tables, (GBTs).
Location: 525 60 Street South, St. Cloud, MN 56301
Existing system details: 4” and 6” ductile iron piping, fitting and Dezurik quarter turn plug
valves with pneumatic cylinder actuators.
Material Specifications and Scope of Services
4” and 6” flanged ductile iron pipe, spool pieces, and fittings, cement lined
Six (6) 6” plug valves with Rotork K-Tork rotary vane pneumatic actuator
Four (4) 4” plug valves with Rotork K-Tork rotary vane pneumatic actuator
Four (4) 6” isolation valves operated manually with a lever or handle
All valves shall be 1/4 turn full port with included grease fittings
All fasteners, anchors, and supports shall be 304 or higher grade stainless steel
Globally sourced materials
Removal and installation of piping system to be coordinated daily with facility staff to
maintain primary clarifier and GBT operations. Scheduled outages can be
coordinated with facility personnel; 24 hours’ notice is required, and any one outage
shall not exceed 8 consecutive hours
Disconnect and reconnect all electrical and process air terminations
Paint new piping, spool pieces, valves, and fittings with epoxy paint to match existing

Vendor Selection Process
The proposals will be evaluated based on qualifications and experience of the
vendor/supplier, the anticipated cost of services, and other appropriate factors (see
below).
Selection criteria shall include, but shall not be limited to, the following factors:
1. Related professional experience, specific project responsibility and availability of
key personnel assigned to the project.
2. Vendor/supplier recent experience in the provision of comparable wastewater
piping systems and design services including references.
3. Current lead-times
4. Anticipated cost.
As the contracting authority, the City of St. Cloud shall make the final decision concerning
vendor selection. The City reserves the right to negotiate professional services from the
selected consultant(s)/ contractor(s) as deemed necessary to fulfill the complete project
intent. The City reserves the right to terminate the contract and delete all remaining work
tasks at its discretion.
