Proposal

The City of St. Cloud, Minnesota is soliciting Request for Quotes from interested contractors for maintenance and inspection services of underground structural stormwater treatment systems (i.e. sumps, hydrodynamic separators, underground infiltration/isolator maintenance rows, underground detention).

Maintenance and Inspection Services 2026
Proposal
The City of St. Cloud is soliciting quotes from interested contractors for maintenance
and inspection services of underground structural stormwater treatment systems (e.g.
sumps, hydrodynamic separators, underground infiltration/isolator maintenance rows,
underground detention).
Background Information
The City of St. Cloud owns and maintains underground structural stormwater treatment
systems designed to capture and contain potential pollutants such as sediment, trash,
debris and floatable petroleum. Routine maintenance and inspection of the systems is
a priority of the City to ensure their function and to protect downstream water quality.
Scope of Services
The scope of service shall include maintenance and inspection services for
underground structural stormwater treatment systems detailed below. The selected
contractor will be responsible to provide maintenance and inspection services to the
City of St. Cloud for a one (1) year agreement, 2026.
Annual (2026) maintenance services will include the removal of sediment, trash, debris
and floatable material from approximately:
25 sumps/skimmers/hydrodynamic separators; late spring or early summer.
40 sumps/skimmers/hydrodynamic separators; fall.
20 underground infiltration/isolator rows; fall.
2 underground detention system sections; fall.
The contractor is required to effectively manage the bulk water in the underground
structural stormwater treatment practices, and the water used to complete
maintenance, in a manner where it is not discharged to the storm drain system or
waterways. Bulk water disposal shall be approved by the City to ensure the disposal
meets Minnesota Pollution Control Agency, and City requirements and guidance.
Discharging bulk water to the City’s sanitary sewer system may be approved at one
designated location pending approval from the City where the contractor shall meet
125-micron filtering, petroleum filtering, and flow restriction requirements.

The contractor is required to haul, stockpile, and temporarily store all materials removed
from maintenance activities, and coordinate the loading, hauling, and disposal of the
materials to the approved landfill as selected by the City. All material shall be
stockpiled in a manner with appropriate best management practices to not impact on
the storm drain system, surface waters and groundwater. All materials removed during
maintenance shall be disposed of in the same calendar year that they are removed.
The City will coordinate and pay for materials testing, profiling and approval at the
landfill.
Inspection services shall include observation notes documented on a City provided
form during routine maintenance services of each practice. The City may request more
detailed inspection services and documentation of certain sites that may require
confined space entry.
The contractor shall provide a detailed/itemized summary of services completed on all
invoices.
Submission Requirements
Submit the following information by email to stormwater@ci.stcloud.mn.us by 4:00
PM(CST) on Friday, February 20, 2026, Subject Line to Read: UNDERGROUND
STORMWATER TREATMENT SYSTEMS: MAINTENANCE AND INSPECTION SERVICES 2026.
1) Hourly rates for 2026 of the following:
a. Vactor Services.
b. Water/Septic Truck, if used for hauling bulk water.
c. Confined Space Entry.
d. Loader, for stockpile management and loading.
e. Solid Debris Hauling to the Landfill.
f. Extra Laborer.
2) Summary of experience and qualifications regarding maintenance of sumps,
hydrodynamic separators and underground infiltration/isolator rows (e.g.
StormTech systems).
3) At least two references where contractor has previously completed
maintenance of sumps, hydrodynamic separators and underground
infiltration/isolator rows.
Contractor Selection Process
Proposals will be evaluated based on contractor experience, references, and cost of
services. The City will take into account such matters when selecting the successful
contractor. The City reserves the right to reject, for any reason, any or all submittals.
Evaluation criteria of the contractor will include:
Understanding of the request for services and ability to follow bidding
instructions.
The hourly rate prices.
Experience and qualifications written summary.
Review of references provided.

The City reserves the right to negotiate contract services from the selected
contractor(s) as deemed necessary to fulfill the complete intent of the maintenance
services. The City reserves the right to terminate the contract and delete all remaining
work tasks at its discretion.
