Notice is hereby given that the City of Casper, Wyoming will receive sealed bids at City Hall, 200 N
David, Casper, Wyoming, until 4:00 p.m., April 1, 2026 for the following:
CONFINED-SPACE TRAINING PROP for the Casper Fire-EMS Department, Casper,
Wyoming.
General Specifications:
It is the intent of these specifications to establish the minimum requirements for the
construction, furnishing, and delivery of a container-based confined-space training prop. The
prop shall be new, carry full manufacturer warranties, be delivered complete and ready for
service, and include all standard equipment customarily provided whether or not mentioned
herein, in addition to all items specified. The final product shall substantially conform to the
City’s described specifications below.

Description
BASE STRUCTURE
1.) Modified ISO shipping container (40 ft preferred) with structural
reinforcement for roof access and training loads.
EXTERIOR ROOF PLATFORM
2.) OSHA approved top walking surface with full-perimeter OSHA 1910
Subpart D–compliant guardrail; vertical fixed exterior ladder for roof
access.
INTERIOR MAZE
3.) Steel or structural panel partitions creating horizontal and vertical
confined-space passages; removable instructor-access panels; at least one
vertical transition with internal ladder.
TANK SIMULATION
4) Cylindrical partial tank replica mounted on roof with access opening
(24–36 in.) and integrated ladder/guardrail interfaces.

6.) Multiple side access doors and entry points; include lockable hardware
and safety labeling.
COATINGS AND CORROSION PROTECTION
8.) Suitable for year-round outdoor exposure; color scheme to be approved
by City.
DELIVERY & INSTALLATION
9.) Deliver, off-load, position, and anchor the prop at the City’s designated
training site; provide commissioning and on-site familiarization training.
CODES & STANDARDS
10.) The prop shall be designed and constructed to be safe for firefighter
training and shall be consistent with the intent of NFPA 1402 (Guide to
Building Fire Service Training Centers) and applicable OSHA fall
protection requirements for platforms/guardrails. The City may request
evidence of welder qualifications and material certifications.
DELIVERABLES
11.) Engineered shop drawings and submittal package prior to fabrication.
Fabrication, delivery, and installation/anchoring at the City site. As-built
drawings. On-site training for instructors/operators.
