Contract Number: HRVG 2024-06-01 Albany-Hudson Electric Trail Rensselaer and Columbia County Paving Project & Miscellaneous Site Work Towns of Greenport, Stockport, Stuyvesant, Kinderhook, Chatham, and East Greenbush; Villages of Kinderhook and Valatie Rensselaer and Columbia County, New York
This procurement is being undertaken by the Greenway Conservancy for the Hudson River Valley, Inc., hereinafter “Hudson River Valley Greenway” or “HRVG”. Sealed bids will be received by the Hudson River Valley Greenway (HRVG) at 625 Broadway, 4 th Floor Albany, NY 12233-2995 by MAIL until 3:00 PM on Wednesday, February 5, 2025. After this they will be required to be received IN-PERSON between 8:00AM and 11:00AM on Thursday, February 6, 2025 at the offices of Greenman-Pedersen, Inc (GPI), located at 80 Wolf Road, Suite 600, Albany, NY 12205. Bids will be publicly opened and read aloud at the offices of Greenman-Pedersen, Inc (GPI), located at 80 Wolf Road, Suite 600, Albany, NY 12205 on Thursday, February 6, 2025 at 11:00AM. The proposed project is located in the Towns of Greenport, Stockport, Stuyvesant, Kinderhook, Chatham, and East Greenbush, and the Villages of Kinderhook and Valatie, in Columbia and Rensselaer Counties, New York. The Hudson River Valley Greenway, which is a NYS public benefit corporation, is placing an asphalt surface on approximately 9 miles of the Albany-Hudson Electric Trail (AHET) in Columbia County to mitigate the erosion issues in the current stone dust surface along with performing additional ancillary maintenance items. This advertisement describes the HRVG’s procurement of the portion of the AHET Trail in Columbia County. Construction will be governed by the NYSDOT Standard Specifications Section 100 – General Provisions and Section 200 thru 700 - Technical Specifications in addition to special provisions from National Grid as outlined in the contract documents. Minority- and Woman-Owned Business Enterprise (MWBE) contractors, along with Service Disabled Veteran-Owned Business (SDVOB) contractors, are encouraged to participate in this project. MWBE Utilization Goals for this project are 1% percent Minority-Owned Business Enterprises (MBE) and 5% percent Woman-Owned Business Enterprises (WBE). The Contractor shall perform, with its own organization and personnel, contract work amounting to not less than fifty percent (50%) of the adjusted total contract bid price. The Contract term for this work will commence in the Spring of 2025 with all work completed by July 31, 2025. The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: The original AHET Trail surface in Columbia County was constructed with alternating asphalt and stone dust sections. Approximately 9 miles of the trail currently has a stone dust surface. Construction will consist of the removal of the existing 2-inch-thick stone dust trail surface by a milling operation followed by placement of 2.5 inches of binder course asphalt and 1.5 inches of top course asphalt surface. Trail shoulder restoration will include the placement of topsoil, grass seed, and mulch. Additional ancillary work related to trail drainage and maintenance will be performed as identified in the contract documents. There is no pre bid meeting for this project. Complete sets of the specifications and bid forms may be obtained on or after January 9, 2025 from the offices of Greenman-Pedersen, Inc (GPI), located at 80 Wolf Road, Suite 600, Albany NY 12205 by emailing ccornwell@gpinet.com . Contract documents will be provided electronically on a flash drive free of charge. Print copies of the Bid Documents will NOT be distributed. Drawings and Specifications may be examined at the offices of Greenman-Pedersen, Inc (GPI) located at 80 Wolf Road, Suite 600, Albany NY 12205. Contractors that obtain contract documents from a source other than the issuing office of GPI must notify GPI in order to be placed in the official plan holder’s list in order to receive addenda and other bid correspondence. Bids received from contractors other than those on the official plan holder’s list will not be accepted. The HRVG will not issue Addenda, nor will its Engineer issue addenda, or respond to bidder’s questions, five (5) calendar days prior to the scheduled bid opening unless stated bid date is postponed. All bids must be made on the official Bid Forms and Bid Summary Form or an exact reproduction thereof and enclosed in a sealed envelope with the following clearly marked on the front of the envelope:
Bid proposals may be hand delivered to the bid-opening location at the offices of Greenman-Pedersen, Inc (GPI), located at 80 Wolf Road, Suite 600, Albany, NY 12205 between 8:00AM and 11:00am EST time on the day of the bid opening. Bid proposals may be mailed to be received by 3:00PM the day prior to the award using regular mail to the following address:

Bids received after this time must be hand delivered to the offices of GPI. Any bid received after 11:00 AM on the day of the bid opening will not be opened and will be returned to the bidder. Such bids shall not be considered. This is a Unit Price Bid. No bidder may withdraw a submitted bid within forty-five (45) calendar days after the actual date of the opening thereof. Each bid must be accompanied by a Certified Check or Bid Bond, payable to the HRVG in the amount of five percent (5%) of the base bid in accordance with the Instruction to Bidders. The successful bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price in accordance with the bid documents. The HRVG will award the contract to the firm that submits the lowest price bid that meets all requirements specified in the bid documents (e.g. the lowest qualified bidder) and will best serve the HRVG. The HRVG reserves the right: to reject any and all Bids; to waive any and all informalities; and the right to disregard all nonconforming, non-responsive or Conditional Bids.
