REQUEST FOR PROPOSALS (RFP)

SALE OF FINBERG SCHOOL, 120 KNIGHT AVENUE AND 1125 SOUTH MAIN STREET, ATTLEBORO MA 02703

The City Of Attleboro (“the City”) seeks sealed proposals from qualified parties for the purchase of the Finberg School.  The City will utilize the process defined in MGL c. 30B, sections 16 and 6.

The Property is comprised of seven parcels. The first parcel being identified as 120 Knight Avenue, Attleboro, MA 02703 (Parcel ID# Map 21, Lot 281), located in a General Residence A Zone.   The second thru seventh parcel being identified as 1125 South Main Street, Attleboro, MA 02703 (Parcel ID# Map21, Lots 282, 282a, 283, 284, 285, 286.   The total of all parcels is approximately 1.6 (+/-) Acres.

Copies of the RFP and ancillary documents may be obtained at the Purchasing Assistant’s Office, Attleboro City Hall, 77 Park Street, Attleboro, MA on and after April 23, 2025 between the hours Monday, Wednesday, Thursday 8:00 a.m. and 4:30 p.m., Tuesday 8:00 a.m. to 6:00 p.m. or Friday 8:00 a.m. and 12:00 noon.  RFP packages and documents may also be obtained by at the bottom of this advertisement under "Related Documents".

The Proposer must submit seven (7) Technical Proposals (one (1) original, five (5) copies and one (1) thumb-drive (PDF)) AND one (1) original Price Proposal on the Price Proposal Form (Appendix D).   DO NOT INCLUDE THE PRICE PROPOSAL IN THE THUMB DRIVE.  The thumb drive is the non-price technical proposal only.

Technical Proposals must be submitted in a sealed envelope and marked on the outside of the envelope “Finberg School RFP”.

Price Proposal must be in a separate sealed envelope marked “Finberg School Price Proposal” and submitted with the seven technical proposals.  The sealed envelope containing the price proposal can be in with the Technical Proposal envelope as long as it is in a sealed envelope by itself.  Do not put the deposit check in the Price Proposal envelope.

Proposals must be completed in ink or typewritten and delivered to:   Attleboro City Hall, Attn:  Carol Brown - Purchasing Office 2 nd Floor, 77 Park Street, Attleboro, MA 02703  on or before 9:00 a.m. on July 31, 2025.  No late, incomplete, faxed, or electronically mailed proposals will be accepted.  Proposals must be in the possession of the Purchasing Assistant’s Office on or prior to the exact time and date indicated above in order to be considered.  Any late, incomplete, faxed, or electronically mailed proposal(s) will be rejected.

The Request for Proposals (“RFP”) packet is available at the Purchasing Department 2nd Floor, Attleboro City Hall, 77 Park St, Attleboro, MA 02703. The RFP is also available for download at the bottom of this advertisement. Addendums: Any Addendum's to the RFP will be sent by e-mail to those who received a copy either in person or download . The City shall not notify any Proposer who received a copy of the RFP from anyone other than the originator. If you download the RFP from the City's website, the addendum will be emailed to the email address given when filling out the "Plan Holders Form".

Special Requirements:
A deposit of Twenty Five Thousand Dollars ($25,000.00) (treasurers’ check, cashiers’ check, certified check or money order) must be submitted as part of the proposal package. Deposits shall be returned to unsuccessful proposers within seven (7) business days after the City executes a Purchase and Sale Agreement with the successful proposer. If the successful proposer fails to execute a Purchase and Sale Agreement with the City after award, the deposit shall be retained by the City. Failure to submit said security deposit will result in the proposal being deemed incomplete.
Miscellaneous:
The sale of the Property is subject to review and recommendation by the Mayor and by an evaluation committee consisting of several city officials. The selection of the buyer shall be made by the Attleboro Municipal Council, in accordance with City of Attleboro Ordinances, Section 2-11.5. The sale of the Property is subject to the provisions of M.G.L. c. 30B and any/all other applicable state/local provisions.
