3. Proposed Contract Action
The 496th Air Base Squadron, Morón Air Base, Spain, intends to award a sole source, firm-fixed-price contract for a Command and Control (C2) equipment upgrade.
4. Description of Requirement
This requirement is for the procurement of a Command and Control (C2) system equipment upgrade to support mission-critical operational capabilities at Morón Air Base.
The upgrade includes proprietary hardware, software, integration support, and configuration necessary to maintain interoperability with existing fielded systems.
The Government requires a fully compatible solution that ensures continuity of operations, secure communications, and seamless integration with existing C2 infrastructure.
5. Intended Source (Noncompetitive Action)
The Government intends to award this contract on a sole source basis to:
L3Harris Technologies
L3Harris Technologies is the original equipment manufacturer (OEM) and the only known source capable of meeting the Government’s precise operational, interoperability, and proprietary software requirements for this C2 upgrade.
Market research indicates that no other vendor can provide the required combination of hardware, software, and integration support without unacceptable duplication of cost, schedule delays, or degradation of mission capability.
6. Justification for Lack of Competition
This acquisition will be conducted under FAR 12.201-1 simplified procedures, as implemented by the Revolutionary FAR Overhaul (RFO), based on a determination that only one responsible source is reasonably available.
7. Description of Procedures and Award Timeline
This acquisition is conducted using simplified procedures under FAR 12.201-1. A firm-fixed-price contract is anticipated.
8. Trade Agreement Statement
Not applicable. This is a sole source procurement under simplified acquisition procedures and is not anticipated to be subject to WTO GPA or Free Trade Agreement provisions.
9. Qualification Requirements
No additional qualification requirements beyond OEM capability and compatibility with existing installed systems are anticipated.
10. Response Information
While this is a sole source acquisition, all responsible sources may submit a capability statement demonstrating their ability to meet the Government’s requirement.
