The City of Bismarck Public Works Department requests written qualifications from professional engineering firms for ongoing engineering services at the landfill. Below is a sample list of services we may need assistance with:
Provide analysis, design, and construction support services for Solid Waste collection and disposal projects. Examples of work include, but are not limited to: Inert and MSW cell expansion, exploration and purchase of suitable site for future City of Bismarck Landfill, MSW cell closure, waste/compaction and composition study, Tier II NMOC assessment, methane vent well installation, feasibility study of and support for methane gas collection and potential for usage on and off site, CNG collection vehicle fuel feasibility study, and annual ground water analysis and reporting. Plus, other areas as needed.
It is anticipated the following work will be included in the contract awarded as a result of this request.

Periodic working sessions with City staff to review potential projects and evaluate potential solutions.

On an as-needed, as-requested basis, provide the necessary services for designing selected projects including, but not limited to, environmental analysis, survey, design and preparation of bidding documents and bidding support. For projects where additional land acquisition is required, the consultant would also provide services to support this activity.

Provide construction support services including, but not limited to, contract administration, survey support, construction observation, project close out, as-built drawing preparation, and warranty support.
Work will be assigned on an as-needed, as-requested basis at a negotiated yearly rate schedule. This selection is for analysis and design services for five years of the contract date, with additional time for the completion of construction and closing out of any projects designed under the agreement. The proposed agreement may be renewed for up to an additional three-year period on the agreement of both parties. While we will be entering into an agreement on an annual basis, there is no guarantee of a minimum number of hours services will be needed.
The engineering selection process will be completed in accordance with established City of Bismarck procedures. Written proposals shall address the firm’s ability to perform the necessary services in a timely manner. Written proposals shall be limited to a maximum of 20 (8-1/2”x11”) single-sided pages. The selection of the firms will be based on an evaluation of the written proposals. A selection committee may interview selected firms and may recommend multiple firms to enter into contracts with. An engineering agreement, including price schedule, will be negotiated with the selected firms for approval by the Board of City Commissioners.
