Overview



Summary

The the City of Lakeland, Florida (City) on behalf of its municipal airport, Lakeland Linder International Airport (LAL or airport), is seeking qualified firms to develop a Program Definition Plan (PDP) for the development of an expanded commercial terminal building and associated ancillary facilities.

Firms shall have experience planning, designing, and delivering terminal projects at airports of similar size and complexity to LAL (non-primary commercial service to small hub airports). As the airport is a symbol of the community, firms should identify local partnerships ensuring regional stylistic elements are incorporated in the design honoring the community's aesthetics and history.

At the conclusion of this project, the winning firm shall provide the City with a Terminal Development Program Definition Plan (PDP).

The not to exceed budget for this work is $650,000.



Background

Lakeland Linder International Airport (LAL or airport) is owned and operated by the City of Lakeland, Florida (City). On June 13, 2024, commercial air service returned to LAL with Avelo Airlines providing twice weekly service to New Haven, CT. Since then, Avelo Airlines has grown their operation to include two (2) based aircraft with expanded service to nine (9) non-stop destinations.

The current commercial terminal was constructed in 2001 to serve as a General Aviation (GA) Fixed Based Operator (FBO) and airport administration facility. Subsequently, it was modified in 2011 and again in 2024 to serve returning commercial air service. At this time, the commercial terminal includes the following: ticketing (five (5) kiosks), baggage claim (one (1) belt), visitor information booth, four (4) rental car counters, restrooms (pre and post security), security screening checkpoint (two (2) lanes), passenger hold room, post security market, pre security restaurant, airport administration offices, security offices, law enforcement office, and janitorial/electrical/mechanical spaces. Additionally, improvements to the airport's parking lot and wayfinding signage were also made.

In 2024 as passenger demand and facility constrains continued to increase, it was determined that it was time for the airport to reevaluate the buildout of the terminal area as shown on the airport's approved Airport Layout Plan (ALP). This resulted in the commissioning of a Terminal Area Master Plan (TAMP) and Airport Layout Plan (ALP) update based on current forecasts of aviation activity. As a result of those two projects, the City is now seeking assistance with the development of a detailed Terminal Development Program Definition Plan (PDP).

Project goals include the following:

1) Review, validate, and update recommendations from the Terminal Area Master Plan (TAMP), to allow for further refinement of the building concept.

2) Review spatial requirements ensuring the terminal is right-sized for the needs of the airport so regulatory body acceptance and funding can be obtained.

3) Develop a refined Phase IA (terminal expansion) and Phase IB (existing terminal remodel) conceptual design, inclusive of architectural renderings.

4) Develop a project definition document identifying ROM (Rough Order of Magnitude) costs, a funding plan, a delivery plan (ex. CMAR, Design/Bid/Build, Design/Build), and an implementation strategy (schedule and high-level phasing).
