REQUEST FOR STATEMENT OF QUALIFICATIONS
FOR
ENVIRONMENTAL TESTING AND CONSULTING SERVICES
RFSQ NO. LACDA24-070

Notice is hereby given that statement of qualifications (SOQ) will be received by the Los Angeles County Development Authority (LACDA) until Thursday, October 24, 2024, at 12:00 p.m. for environmental (asbestos, lead, mold, soil, and water) testing and consulting services. This will include furnishing all labor, material and equipment, and performing all work necessary and incidental in accordance with the Statement of Work (SOW) and contract documents. The LACDA intends to award multiple one-year contracts with the option of four (4), one-year extensions, provided services are satisfactory and funds are available.

A Request for Statement of Qualifications (RFSQ) package containing all submission requirements may be downloaded from the LACDA’s website at www.lacda.org, scroll to and click on “Vendors,” click on “View Open Solicitations,” and under the “Title” column, select the solicitation of interest, then click on “Download Documents Below,” and follow the instructions.

Proposers shall provide their Statement of Qualifications (SOQ) and all required forms and documentations by the due date and time stated herein, and it shall be uploaded in a Portable Document File (PDF) (No other electronic format will be accepted) with the electronic "file names,” "[PROPOSER’S NAME] - Proposal for Environmental Testing and Consulting Services – [DATE SUBMITTED]" at the LACDA’s website, www.lacda.org, under “Vendors,” and click on “View Open Solicitations.” Then select the RFSQ solicitation of interest and click “Upload Proposals,” and follow the registration and upload instructions. Once uploaded, the Proposer shall email Humberto Barboza Jr. at humberto.barboza@lacda.org to confirm the uploaded proposal.

Proposers shall provide a copy of the original Business Proposal, which shall be uploaded as noted above and addressed to:

SOQs shall be labeled “Statement of Qualifications for Environmental Testing and Consulting Services, RFSQ No. LACDA24-070, [DATE SUBMITTED].” Any Proposer who wishes his/her SOQ to be considered is responsible for making certain that it is received by the LACDA at the stated location and the stated date and time. No oral, facsimile, or telephonic SOQ or modifications will be considered unless specified. SOQ received after the scheduled deadline will not be considered. Proposers, who, upon request, receive the Request for Statement of Qualifications package and do not wish to submit a SOQ, should reply with a letter of “No Proposal” by the submission due date.

In submitting a SOQ, each Proposer thereby agrees that, if awarded a contract, it shall execute a standard LACDA contract, a sample of which is attached to the RFSQ package for reference. The LACDA shall not award a contract to, or be obligated to execute a contract with, any Proposer who refuses to execute said standard LACDA contract.

The LACDA reserves the right to reject any and all SOQ. This RFSQ is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s SOQ. It reserves the right to issue supplementary information or guidelines related to this RFSQ. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the SOQ. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the LACDA to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.

CONTRACT REQUIREMENTS:
•        Insurances (Please refer to the Sample LACDA Contract for required values and additional requirements.)
?        General Liability Insurance with Additional Insured Endorsement. Shall include Completed Operations and be on a primary and non-contributory basis,
?        Automobile Liability Insurance, coverage shall include owned, hired, non-owned, OR any auto,
?        Workers’ Compensation Liability Insurance, shall be Statutory and include Employer’s Liability, and a waiver of subrogation, and
?        Professional Liability Insurance (Errors and Omissions).
•        Asbestos and Lead Certifications & Accreditations (Please refer to Exhibits A & B in Section 2.10.4 in the RFSQ Solicitation Package for the required certifications accreditations.)
•        Child Support Compliance
•        Default Property Tax Program
