METAL THEFT RELATED CRIMES EVIDENCE
PICK UP AND STORAGE
SERVICES

1.0 INTRODUCTION
1.1 The Los Angeles County (County) Sheriff's Department (Department) is
seeking information from Vendors that can provide the County with visual
evidence collection, documentation, and storage services (Services) for the
Department's Major Crimes Bureau (MCB) Metal Theft Detail (MTD).
1.2 The Services must have the ability to:
* Pick up non-ferrous metals in various sizes and quantities seven days a
week, preferably 24 hours a day,
* Provide physical and electronic receipts (suitable for court purposes) to
the Department which document the collected material, including weight
and type of metal,
* Securely store the collected material for extended periods of time, and
* Ensure the chain of custody integrity remains intact.
1.3 Vendors of interest are those with established experience providing
Services to comparable institutions.
1.4 The Department will review the response(s) to this Request for Information
(RFI), which may subsequently lead to further research and exploration of
the marketplace. Information received in response to this RFI may be used
in the preparation of a Request for Proposal (RFP), an Invitation for Bid
(IFB), or another solicitation method for acquiring Services.
1.5 Not responding to this RFI will not impact your ability in the future to respond
to any subsequent procurement document issued by the County on behalf
of the Department.
1.6 This RFI does not commit the County to contract for any services
whatsoever. This is a request for information ONLY. The County will not be
liable in any way or have any responsibility for any costs incurred in
connection with the preparation, submittal, or presentation of any response
to this RFI.
1.7 Vendors who wish to participate in this RFI must submit relevant
information, as outlined in Paragraph 3.0 (Information Requested) below.
2.0 BACKGROUND
2.1 The County encompasses an area of 4,083 square miles with over ten
million residents. The Department provides general and specialized law
enforcement services for approximately five million of these residents,
spread over an area of approximately 3,157 square miles. The Department,
with approximately 19,000 employees, is the largest sheriff's department in
the world.
2.2 MCB is part of the Department's Detective Division. MCB specializes in
metal theft related crimes, extortions and kidnappings, series and pattern

robberies, high profile threats and stalking, solicitation for murder, illegal
medical practices, surveillance operations, fugitive warrants, pawn shops,
cargo thefts, extraditions, outlaw motorcycle gangs, prison gangs, vice
activities, and casino operations. The MTD is comprised of a team of
dedicated investigators and operates as a part of MCB.
3.0 INFORMATION REQUESTED
This RFI is a research document only. Vendors who may have an interest in
providing Services are encouraged to submit relevant information about their
Services, as follows.
3.1 Description of Service
Respondents must provide its detailed approach to providing the requested
Services, including:
a. A description of evidence collection and storage best practices.
b. Information about its record keeping and documentation that will support
the Department, including but not limited to the following:
* Pick up request procedures,
* Dispatch requirements and protocols,
* Pick up collection equipment used and protocols,
* Storage requirements and separation of evidence,
* Description of security to ensure evidence is secure,
* Description of security and auditing features,
* Description of electronic and paper documents to be given to the
Department, and
* Description of received metals eventual disposition after adjudication
of criminal investigation or notification from the Department that
evidence storage of a particular material is no longer required.
c. Estimated project timeline including, at minimum, timelines for:
* Implementation,
* Training,
* Vendor and County responsibilities.
3.2 Estimated Costs
Respondents are asked to provide cost estimates for evidence collection
and storage. Any cost estimates for the purpose of this RFI are considered
for research purposes only and are non-binding to either Respondent or the
County.

3.3 Corporate Information and References
Respondents are asked to provide the following information regarding
Vendor's experience and law enforcement references:
a. Corporate or company name and headquarters' address,
b. Address/other contact information of nearest corporate or company
office to downtown Los Angeles, California,
c. Number of years in business,
d. Number of current public safety/law enforcement contracts,
e. Total number of employees, and
f. Number of employees based in Southern California.
4.0 SUBMISSION INSTRUCTIONS

4.2 Responses to this RFI must be sent electronically to the email address listed
in Paragraph 4.1 above. All electronic responses must be in searchable
Adobe Portable Document Format (PDF) format.
4.3 Responses to this RFI are due on or before 3:00 PM (Pacific Time) Friday,
May 29, 2026. The subject line must read:
"RESPONSE to RFI No. 765-SH for METAL THEFT RELATED CRIMES
EVIDENCE PICK UP AND STORAGE SERVICES"
4.4 Respondents are asked to provide contact information including company
name, address, contact person, contact person's telephone number, and
contact person's email.
4.5 The Department encourages all potential Vendors to submit a response
consistent with the content and instructions provided herein.
4.6 Responses to this RFI after the submission deadline may be accepted by
the County at the sole convenience and discretion of the County.
5.0 ADDITIONAL RESPONDENT INFORMATION
5.1 Responses to this RFI will become the exclusive property of the County.
Respondents should be aware that responses to this RFI become a matter
of public record, except for those parts of each submission that meet the
definition of "Trade Secret" and are plainly marked as "Trade Secret" or
"Proprietary."
5.2 The County will not, in any way, be liable or responsible for the disclosure
of any such record, or any parts thereof, if disclosure is required or permitted
under the California Public Records Act or otherwise by law. A blanket
statement of confidentiality or the marking of each page of the submission
as confidential will not be deemed sufficient notice of exception.

Respondents must specifically label only those provisions of the submission
that are "Trade Secrets" or "Proprietary" in nature.
5.3 The Department will review the responses to this RFI, which may
subsequently lead to further research and analysis. Respondents to this RFI
will be notified by the County of a future solicitation, if and when issued.
