Event Description

The Department of Public Safety, Office of Highway Safety, is soliciting proposals to place pre-produced alcohol messaging on South Dakota radio and television stations throughout a twelve (12) month period based on the federal fiscal year (October 1-September 30). The successful vendor will be required to generate a minimum of four bonus dollars for each earned dollar of advertising time on each broadcast station. In addition to the criteria specified in Section 6.1, proposals will be evaluated on the number of radio and television stations agreeing to participate with the vendor in the annual buy, the amount of bonus dollars in match to earned placement, the rationale used by the vendor to generate the bonus dollars, and the ability of the vendor to provide affidavits of performance satisfactory to federal and state officials which clearly document bonus to earned placement. The media placement is expected to commence no later than December 1, 2025 and will continue through September 30, 2026, with the potential for four additional twelve (12) month terms to begin October 1, 2027, October 1, 2028, October 1, 2029 and October 1, 2030. One-year budget will not exceed $200,000 and will be prorated in accordance with the federal fiscal year during the initial contract term.

The State will to respond to offeror’s inquiries (if required) via e-mail. In addition, all inquiries and the State’s response will be posted on the state’s e-procurement system. Offerors may not rely on any other statements, either of a written or oral nature, that alter any specification or other term or condition of this RFP. Offerors will be notified in the same manner as indicated above regarding any modifications to this RFP.
