Municipal Aggregation Program

The Town of Agawam (Awarding Authority), acting through its Chief Procurement Officer, issues this Request for Proposals (RFP) from qualified consultants or companies to develop a program to aggregate the electrical load of electricity users within the Town, both residential and commercial, and, in consultation with the Massachusetts Department of Energy Resources (“DOER”) and the Massachusetts Department of Public Utilities (“Department”), develop, prepare, implement, secure regulatory approval and perform all services related to administering the Town’s Municipal Aggregation Program as defined by and in compliance with all applicable provisions of M.G.L. c. 164, § 134, as amended, and any other applicable statute or regulation related to this process, including 220 C.M.R. 11.00, D.T.E. 06-102, D.T.E. 06-104 and the policies and procedures of both the DPU and the DOER.

Proposal procedures will be in accordance with the latest edition of M.G.L. Chapter 30B.  Separate sealed Technical and Price proposals should be labeled and delivered as instructed in the RFP document.  Proposals must be received before April 16, 2024 at 11:00 AM.   E-mailed or faxed submissions are not acceptable.  Late Proposals will be rejected.  Respondents shall be evaluated only on the criteria set forth in this Request for Proposals (RFP).
