Invitation for Bids - #LB 26-002 Rehabilitation of 9 Single-Family Homes in Flint, MI

Sealed Proposals will be received by the Genesee County Land Bank Authority (GCLBA) for the rehabilitation of 9 single-family homes in Flint, MI. Proposals will be received from pre-qualified contractors on GCLBA’s Bidder’s List at GCLBA main office located at 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, until 3:00 pm on Friday, March 13, 2026. Envelopes must be sealed and clearly marked with the bid number. All bids received will be opened and publicly read aloud.

A mandatory on-site pre-bid walk-through of all 9 homes will be held on Monday, February 23, 2026, from 9 am to 1 pm. Property addresses are listed in the bid document.

Minority and Woman business owned enterprises (MBE/WBE) seeking bid opportunities under this Project Notice are encouraged to respond.

The GCLBA reserves the right to waive any informality in any bid, to reject any or all bids, omit bid items, negotiate any part of the bid, or accept any bid that is considered most favorable to GCLBA. Bidders can request access to Environmental Site Assessments by emailing requests to jmateen@thelandbank.org . Respondents will be invited to review information via Box.com. Bidders are not required to purchase a membership with Box.com, but should create a free account.  IFB responses must be submitted both via hard copy and electronic copy. Each respondent shall submit one (1) original and one flash drive containing a PDF copy. Respondent is responsible for labelling the exterior of the sealed envelope containing the proposal response with the proposal number, proposal name, proposal due date and time, and your firm’s name.

The following information is to be incorporated into the bidding and contract documents and acknowledged by all bidders for the above referenced project.

  1. Important Dates: Important dates throughout the Bid Documents should be replaced with the dates as outlined below:
    1. Bids Due on Friday, March 20 th , 2026, by 3:00 pm
  2. General clarifications:
  1. Each contractor is responsible for their own cleanup and proper disposal of debris generated.
  2. Plumbing, HVAC and electrical contractors are required to pull permits for their work and provide final inspection to GCLBA. It is the expectation that these contractors include all work to bring houses to code in their bid and to receive complete final from the City of Flint Building Safety & Inspections Department.
  3. Work in all 9 houses must be complete by August 28, 2026.  Each contractor is responsible to maintain schedule and include proper labor, labor hours and overtime if required to complete.
  4. All environmental cleanup will be complete prior to the start of the rehab at all 9 houses.
  5. If any contractor working finds or feels they have found an environmental concern they are to stop work and contact GCLBA superintendent.
  6. Any additional work must be priced and approved by the GCLBA prior to initiating work [SS1] .  Any work completed without approval could result in nonpayment of cost.
  7. All contractors to provide one year warranty on labor along with insurance for one year to cover the warranty.  This is on top of warranties required for items supplied by the contractor such as but not limited to roof, furnace, hot water heater, etc.
  8. Non-scope unit pricing and bid tabs for abatement contractors have been added to box.com. Please provide with bid submittal.

  1. Work Scope Division Clarifications and Answers:

02 - 820 Environmental and Abatement

Q: Chimney Flashing Tar - If this is removed the roof will start leaking.

A: We will coordinate with roofing contractor to replace.

Q: Window Glazing – Do you want us to board up any windows that we remove?

A: Any windows removed during abatement will need to be boarded by abatement contractor.

Q: Duct Wrap - Do you want us to remove the risers inside the walls?  We would have to remove an area of drywall or plaster to do this.

A: If wrap is undisturbed and not damaged or deteriorating it will remain in place as no demo of interior walls is scheduled.  If wrap is visible, damaged or in poor condition it needs to be abated. Any selective demolition required for this work will be the responsibility of the abatement contractor.

Q: Caulk on Brick - (1640 Dupont St & 1002 Welch Blvd) Both of these houses are brick. This can be removed, but there could be damage to the brick.

A: GCBLA will coordinate any repairs with masonry company.

Q: Vermiculite - (2436 Thomas Street) - Do you want the bedroom ceilings removed to make sure all vermiculite is removed.

A: Yes, include the demolition of ceilings for the abatement of the vermiculite.  Installation of new ceilings will be completed by others.

08-400 Windows and Exterior Doors

Q: Is the tile staying? The bid states that all windows are to be replaced. If replacing that window, I believe the tile will be affected.

A: Demolition should be completed with caution, GCLBA understands that damage can happen during the process.  If any additional demo or removal is required of surrounding materials,  notify the GCLBA and they will direct trades as needed for repairs.

06-900 Framing, 08-100 Interior Doors, 09-100 Drywall, 09-999 Carpentry, 12-100 Cabinetry - Material purchased by this contractor must be approved by GCLBA and will be allowed a 10% markup.

Q: Under the 06-900 Framing, States replace trim as directed by GCLBA along with replace interior doors and hardware as directed by GCLBA. Is there a list of what is going to directed to replace to properly quote out the labor hours?

A: 06-900 bids to provide labor rates, and an estimated hours for this bid package. Hours are just for budgeting, work to be completed on a time and material basis as directed by GCLBA.

Q: There is no mention of redoing the insulation in the attic, should this be done as well?

A: This will be completed by others.

Q: Has this home been tested for LEAD paint?

A: Testing is in progress and abatement if required will be completed prior to rehab.

Q: 3505 Norwood - The fireplace in the living room, does this need to be cleaned out and inspected?

A: GCLBA will handle inspection and cleaning of fireplace.

Q: 3505 Norwood – Has the breezeway flooring been tested for asbestos?

A: Yes, abatement will be coordinated by GCLBA.

Q: Is there anything that is needed to be done in the garage besides the electrical?

A: No, not at this time.

09-400 Flooring

Q: 3505 Norwood -The kitchen has tile flooring, is this something that is going to need to be removed before LVT - as stated all rooms except bedrooms get LVT. If leaving the tile, would we clean the tile and regrout?

A: Tile to remain, cleaning by others.

22-200 Plumbing

Q: Do we know if the plumbing lines are in good condition, or will those need to be inspected and replaced? If awarded the job is this something you speak about if additional are needed speak to you?

A: Review scopes for each house, GCLBA noted which houses need replacement. If additional repairs are needed pricing and approval must be provided to and by GCLA.

23-100 HVAC

Q: What are we doing with the boiler?

A: Boiler to be removed by abatement contractor.

Each bidder must acknowledge receipt of this addendum on IFB SUBMITTAL REQUIREMENTS CHECKLIST.

Overview
The Genesee County Land Bank Authority (GCLBA) is seeking individual sealed bids

Pettibone Ave., 1413 Blackberry Ln., 3410 Arlene Ave., 1640 Dupont St., 2436 Thomas
St. Flint, MI. These properties are being rehabilitated as single-family residential homes
to be sold to income eligible buyers. The GCLBA has received grant funding from
MSHDA for this purpose.
Sealed Bid Due Date
General contractors with qualifications and experience in renovation of single- family
residential properties are invited to submit sealed bids to the Genesee County Land
Bank Authority, 452 S. Saginaw St., 2nd Floor, Flint, Michigan 48502 on or before March
13, 2026, 3:00 PM.
Only firms/contractors that are pre-qualified and have been added to GCLBA’s Bidder
List can respond to IFB’s issued by the GCLBA. GCLBA accepts Pre-qualification
Applications on a rolling basis. The only time there is a deadline associated with Pre-
qualification submittals is when they are submitted with the intention of Pre-qualifying for
a specific bid that has been let. For more information regarding Pre-qualification
applications as they relate to specific bids, please call Jonathon Mateen, (810) 257-
3088 ext 523.
Walkthrough of Properties
Properties will be open for inspection on Monday, February 23, 2026, from 9 am until 1
pm. All interested contractors who are supplying a bid are required to inspect each
property prior to supplying sealed proposals.

Proposal Requirements/ Bidding Instructions
Bids must be sealed, and contain the following:
1. Insurance Certificate including:
a. Worker’s Compensation
b. General Liability of $2,000,000 for Bodily Injury and Property Damage
c. Automobile Liability Insurance of $1,000,000 for Bodily Injury and Property
Damage
d. Genesee County Land Bank named as a Certificate Holder
2. Certification Form Note (attached)
3. Demonstration of Capacity Form (attached)
4. Certification Form of Business Enterprise Status (attached)
5. Active sam.gov Registration/UEI Number
6. Typed or Inked Contractor Bid Form and Specifications (attached)
Bid Acceptance
Bid proposals of more than 10% lower or 15% higher than the GCLBA cost estimate will
be disqualified. GCLBA anticipates immediately entering into a contract with the general
contractor after all certification requirements have been provided and accepted. The
contractor must be ready to begin work immediately upon receipt of the notice to
proceed by the GCLBA. GCLBA may split the work between multiple general
contractors per individual property.
Value Engineering
Value engineering may be used by the GCLBA after the contractor has been selected
particularly in instances where a line item significantly varies from the specification
writer’s estimate.
Method of Payment
Payment will be made for work items completed based on the accepted price per the
contractors bid including any value engineering. GCLBA will provide payment for work
items completed after invoice from the contractor, inspection and acceptance by
GCLBA, , sworn statements and any lien waivers from the work items completed. The
GCLBA will provide payment within 30 days of invoice with complete documentation as
required by GCLBA.
Demonstration of Capacity
All bidders are required to submit a statement(s) of experience, proposed plans for
preforming the work, and equipment available by completing the Demonstration of
Capacity Form attached to this bid proposal. References may be checked my the
GCLBA to determine capacity.
Minority Owned Firms and Women’s Business Enterprises
GCLBA is seeking to encourage participation by respondents who are small and
minority-owned firms, women’s business enterprises and labor surplus area firms.

Active Sam.gov Registration/UEI Number
Some federal funding sources require successful bidders to be actively registered- and
not excluded- with SAM.gov. Documentation of active registration and non-exclusion
must be submitted with bid documents for bids to be considered for award.
Lead Safe Work Practices
Lead safe work practices must be used for all rehabilitation activities and performed in
accordance with applicable federal, state and local laws, ordinances, codes or
regulations governing evaluation and hazard reduction.
Timeline for Completion
This project must be completed by August 28, 2026, with all invoices complete and
submitted by September 18, 2026. This includes all work items included in the bid and
GCLBA final approval at time of completion and a certificate of occupancy issued by the
City of Flint Department of Building and Safety.
Federal Compliance Requirements
The contractor must comply with all of the following federal guidelines for this
rehabilitation project:
1. OSHA 29 CRF 1926- Construction Industry Standards
2. 29 CFR 1926.62- Construction Industry Lead Standards
3. 29 CFR 1910.1200 – Hazard Communication
4. 40 CFR Part 261- EPA Regulations
