Description

The U.S. Army Corps of Engineers (USACE) Europe District is planning a requirement for a firm-fixed-price, design-bid-build construction contract to build a new Deployable Airbase System (DABS) with facilities, vehicles, and equipment (FEV) in Rygge, Norway. The project’s anticipated magnitude of construction is between $50,000,000.00 and $125,000,000.00 with a construction duration of 830 calendar days from issuance of the Notice to Proceed (around March of 2027).



This procurement is an unrestricted (full-and-open competition) Request for Proposal (RFP) using Federal Acquisition Regulation (FAR) Part 36 and FAR Part 15 with the Tradeoff source selection process. An official RFP is anticipated to be posted here through the Procurement Integrated Enterprise Environment (PIEE) website on or around June 1, 2026, and a site-visit is tentatively scheduled for mid-June. Interested offerors must be registered in PIEE to submit a proposal.
