Notice of Intent to Sole Source



This is a Notice of Intent to award a sole source bridge contract for biosafety cabinet certification and maintenance services. The proposed contract action is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.



The National Institutes of Health (NIH), Division of Occupational Health & Safety (DOHS) by the Office of Logistics and Acquisition Operations (OLAO), Office of Acquisitions, NIH, UNITED STATES intends to award a short-term bridge contract to the incumbent contractor, ENV Services, Inc. who is currently providing these services under contract number 75N98019D00062. The incumbent is the only responsible source capable of providing uninterrupted services during the interim period while a competitive solicitation is being conducted.



The bridge contract will cover the period from July 22, 2025 through August 21, 2025, ensuring continuity of critical biosafety certification and maintenance services and avoiding a lapse in service following the expiration of the current contract on July 21, 2025.



This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this requirement. All responses must be received by July 11th, 2025 3:00PM EST and must include sufficient documentation to establish a bona fide capability to fulfill the requirement.



A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
