REQUIREMENT:



THIS RFI IS NOT A REQUEST FOR PROPOSAL. This RFI is intended for market research to determine potential and eligible vendors capable of providing off-site heat treatment services to support these operations at Fleet Readiness Center Southeast (FRCSE), Naval Air Station (NAS) Jacksonville, FL. FRCSE is an industrial facility that reworks, repairs, and overhauls various aircraft, engines, and components. The contractor shall provide all labor, supervision, tools, equipment, supplies, and any other necessary items required to properly process the items FRCSE identifies as requiring heat treatment processing. The Contractor shall be responsible for return shipping of the Heat Treat items to FRCSE . Heat treatment orders will be placed based on an as needed basis.



The government Technical Point of Contract (TPOC) on site will assist the contractor’s understanding of tasks as needed. All services shall be performed by skilled/qualified contract employees. The contractor shall provide Heat Treat Services, Inspection/Hardness/Conductivity Testing, Certification of Conformance, and Furnace Charts in accordance with the certifications and standards Aerospace Material Specifications (AMS), American Society for Testing and Material (ASTM), Society of Automotive Engineer (SAE), and Local Process Specification LPS 1020 Heat Treatment Services: FRCSE shall determine items in need of Heat Treatment services.



Heat treatment services include:




  • Aluminum/Steel/Titanium/Beryllium Copper heat treating

  • Precipitation and Age hardening

  • Vacuum heat treating (tempering, hardening, high pressure quenching)

  • Hot oil quenching

  • Solution heat treating

  • Water quenching

  • Neutral hardening

  • Hardening and tempering

  • Carburization



The contractor shall provide Inspection/Hardness testing in accordance with ASTM E18 (Standard Test for Rockwell Hardness of Metallic Materials). The contractor shall provide Conductivity Testing with ASTM E1004 (Electromagnetic (Eddy-Current) measurements of Electrical Conductivity), MIL-STD-1537 Electrical Conductivity Test for measurement of heat treatment of aluminum alloy, (Eddy-Current method), AMS 2658 Hardness and Conductivity Inspection of wrought Aluminum parts, LPS 1025 Heat Treatment of Low Alloy Steels and LPS 1030 Heat Treatment of Aluminum Alloys.



The contractor shall provide the following information for each Item furnished to the contractor for services:




  • Government Supplied Heat Treatment Processing Form will be provided for each item to be heat treated. The form will be signed by the contractor’s courier upon picking up each item at FRCSE for treatment and delivering each item when treatment is complete.

  • Inspection/Hardness/Conductivity test results

  • Certifications of Conformance

  • Furnace Charts-which include Copy of the heat treatment recipe, Process temperature chart from start to finish, Heat treatment process logs (Equipment used, Temperature, Soak Time, Quench (Air, Oil, Water, Furnace, Gas))



CAPABILITY STATEMENT SUBMISSIONS:



Attached to this RFI is a sample of the Statement of Work (SOW) and contract line item number (CLIN) structure contemplated for future acquisitions. Please respond with feedback to the CLIN structure and SOW. Additionally please provide sample quotations / price listings / commercial contracts. This information will be used to conform the requirement to align with standard commercial practices.



Attached to this RFI are SIX (6) sample work orders for possible heat treatment services. Please review each work order and provide a quote for market research purposes. Please provide feedback on standard and expedited turn around times as well



Responses to this notice should describe the Contractor’s capability and experience with performing Heat Treatment services and other contracts of this type of work. Respondents may also present any potential plan to team with other capable companies as a Joint Venture, or Prime-Sub relationship. It is requested that respondents include its facility address, major products/service capabilities, CAGE Code, and a statement regarding its current Small Business Administration (SBA) business size and socio-economic classification under NAICS code 332811 to help the Government ascertain competitive capability. Again, the purpose of this phase is to determine viable competitive capabilities.
