NOTICE TO BIDDERS

DEMOLITION OF CENTENNIAL BUILDING AT 1140 3Rd AVENUE SE, LE MARS, IOWA 51031

Time and Place for Filing Sealed Proposals: Sealed bids for the work consisting of demolition as stated below must be filed before 2:00 P.M. on October 1, 2025, in the Office of the City Clerk, City of Le Mars, 40 Central Avenue SE, Le Mars, Iowa 51031. Bidder must provide acknowledgement of addenda, if issued. The proposal shall be sealed in an envelope, properly identified as the Proposal with the project title and the name and address of the bidder and delivered at or before the time and at the place provided in the Notice and Instruction to Bidders. It is the sole responsibility of the bidder to see that its proposal is delivered prior to the time for opening bids, along with the appropriate bid security sealed in the separate envelope identified as Bid Security, if required, and attached to the outside of the bid proposal envelope. Any proposal received after the scheduled time for the receiving of proposals will be returned to the bidder unopened and will not be considered.

Time and Place Sealed Proposals Will be Opened and Considered: Sealed proposals will be opened, and bids tabulated at 2:00 P.M. on October 1, 2025, in the Office of the City Clerk, City of Le Mars, 40 Central Avenue SE, Le Mars, Iowa 51031. Bid Proposals will be officially “Received” and acted upon October 7, 2025, 12:00 pm at the City of Le Mars City Council Meeting, City Council Chambers at City Hall. The City of Le Mars reserves the right to reject any and all bids. Notice to proceed is expected to be after execution of the contract — as soon as October 8, 2025.

Time for Commencement and Completion of Work: Work on the improvement shall commence upon approval of the contract by the City of Le Mars, and as stated in the Notice to Proceed. The Contractor shall have the project complete by December 12, 2025 (65 days after the Notice to Proceed).

Bid Security. Each bidder shall accompany its bid with bid security, as defined in Section 26.8 of the Iowa Code in the amount equal to 5 percent of the total amount of the bid.

Pre-Bid Meeting: A MANDATORY pre-bid meeting and walkthrough is scheduled for 1:00 P.M. on Thursday, September 25, 2025, at 1140 3'd Avenue SE, Le Mars, Iowa 51031. Bidders will be invited to ask questions and tour the facility. Bidders will be required to sign an attendance form at the meeting.

Sales Tax Exemption Certificates. The bidder shall not include sales tax in the bid. The City of Le Mars will distribute tax exemption certificates and authorization letters to the Contractor and all subcontractors who are identified. The Contractor and subcontractor may make copies of the tax exemption certificates and provide a copy to each supplier providing construction materials eligible for exemption. These tax exemption certificates and authorization letters are applicable only for this specific project under the Contract.

Payment. The City of Le Mars will provide payment of the base bid amount from Bid Forms Proposal Attachment Part C upon successful of each bid line item minus a 3% retainage. The mobilization will be paid upon execution of the signed contract. The 3% retainage will be paid once final documentation has been provided.

PROJECT DESCRIPTION: The work includes demolition, in accordance with SUDAS Division 10, of the Centennial Building and associated improvements at 1140 3'd Avenue SE, Le Mars, Iowa 51031. A summary of the building is included below:

  • The Centennial Building is a 7,121 base square-foot (SF), concrete, former dormitory constructed in 1969. The building is four stories with a basement beneath the southmost portion and a flat roof. There is an approximate 152 SF, one-story addition at the north end of the building.

Demolition includes removal of sidewalks, foundation footings, basement slabs, and any crawl spaces or tunnels, and any additional at- or above-grade improvements with the exception of existing utility poles. The Work also includes removal and disposal of hazardous and non- hazardous materials associated with the property. All materials removed from the property shall be done in accordance with local, state, and federal regulations. The Work also includes backfilling all existing excavated basements, disconnection of remaining utilities, removal of fencing, removal of trees as indicated, and other requirements per SUDAS associated with the demolition and rough site grading.

Protect existing power poles and overhead lines. Remaining utility infrastructure may be kept in place. The CITY will disconnect water and sanitary sewer at the main. Contractor is responsible for capping/plugging utilities at the building. CITY to provide fill material for excavations at no cost. Contractor is responsible for loading up and hauling fill from borrow site and placing and compacting the fill. Contractor is also responsible for performing finish grading to match surrounding property contours.
