THIS IS A SOURCES SOUGHT NOTICE. This notice is for market research and planning purposes only and does not obligate the government to award a contract or otherwise pay for the information provided in response. The government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any contractor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the contractor's qualification to perform the work specified. Respondents are advised that the government is under no obligation to acknowledge the receipt of the information received or to provide feedback to respondents with respect to any information submitted. Responses to this notice will not be considered adequate responses to a solicitation.



The Maine Army National Guard (MEARNG), 195th Army Band has an upcoming requirement for lifecycle replacement of instruments. Due to band requirements, it is anticipated this will be limited to brand name or equal to instruments of the quality and characteristics outlined in the attached salient characteristics.



Interested parties who believe they have the capability to meet the requirements described below should submit a capability package by the date and time indicated on this notice to thomas.j.ryan36.civ@army.mil and darlene.r.howes.civ@army.mil. Be sure to include company name, address, telephone number and technical point of contact along with brochures/literature. In addition please address the following in your response to this sources sought:



Availability: Are you able to provide the required instruments or only one type? (ex/ we can provide flugelhorn and sousaphone but not clarinet or trumpet)



Equal to reasoning: If you believe an instrument of another make and manufacture to be of equal quality to the requested items please provide suggestion and reasoning.



Delivery: Please indicate how long anticipated delivery would be. (ex/ 60 days, 90 days, over 120 days etc.)



Small business category: Are you small business and if so do you have any categories that apply (ex/ woman owned small business, service disabled veteran owned small business, etc…)



Be advised that the U.S. Government will not be able to set-aside this requirement is 2 or more small business do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Service-Disable Vetern-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.



Capability packages should not exceed ten pages, must be submitted electronically and should contain sufficient information to support a conclusion that the submitting contractor has the capability to meet the requirements of the attached salient characteristics. Generic capability statements for musical instruments that do not address the requirement described herein will be deemed unresponsive.

THE GOVERNMENT IS NOT AND WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT NOTICE. NOT RESPONDING TO THIS NOICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFQ OR IFB OR RFP, IF ANY IS ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE).
