The United States of America acting through the Millennium Challenge Corporation ("MCC") and the government of Kosovo (the "Government" or "GoK"), on July 15, 2022 have entered into a Millennium Challenge Compact for assistance to help facilitate poverty reduction through economic growth in Kosovo in the amount of approximately Two Hundred Two Million United States Dollars (USD 202,000,000) and a corresponding contribution of Thirty-Four Million Six Hundred Seventy Thousand Six Hundred United States Dollars (USD 34,670,600) from the GoK ("Compact" or "MCC Funding"). The Government, acting through the Millennium Challenge Account Kosovo (the "Accountable Entity" or the "Employer" or “MCA-Kosovo) intends to apply a portion of the MCC Funding to eligible payments under one or two contracts for which this Prequalification Document is issued. Any payments made under such contract(s) will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the Employer shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

The Compact Program includes three projects:

1. Energy Storage Project - consists of the following three Activities:

• Frequency Restoration Response (FRR) Activity.

• Multi-Functional Energy Storage (MFES) Activity

• Energy and Climate Policy Support (ECPS) Activity

2. Just and Equitable Transition Acceleration (JETA) Project - consists of the following two Activities:

• Energy Skills for the Future (ESF) Activity, the focus of this Request for Offers (RFO)

• Inclusive Energy Sector Workforce (IESW) Activity

3. American Catalyst Facility for Development (ACFD) Project

The Employer/MCA-Kosovo through its Procurement Agent, now invites applications for pre-qualification for the Design & Build of Utility Scale Battery Energy Storage Systems (BESS) and Transmission Connection Infrastructure for two (2) lots:

Lot 1: 45MW/90MWh and

Lot 2: 125MW/250MWh.

Pre-qualification will be conducted through the procedures described in the Pre-Qualification Document (“PQD”), in accordance with the “MCC Accountable Entity Procurement Policy & Guidelines (AE PPG or PPG) and is open to all eligible offerors as defined in the PPG that are provided on the MCC website, as may be modified or amended from time to time, governing procurements funded under the Compact.

A Pre-Qualification Conference will be held via Webinar on December 23, 2024, at 14:00 hrs. (Kosovo local time). Attendance is strongly advised for all prospective applicants or their representatives but is not mandatory. The Webinar can be accessed via the following link:

Applications for Pre-Qualification (“AFPs”) must be submitted via the File Request Link (FRL) indicated in the PQD by February 14, 2025 at 14:00 (Kosovo local time). AFPs received after this time and date shall not be considered and shall be returned unopened.

Each AFP must be clearly marked with the lot or lots for which the Applicant seeks to pre-qualify.

This SPN does not oblige MCA-Kosovo to release the Bidding Document.
