RFP for Environmental Testing & Consulting Services

Attached is a copy of a Request for Proposals for Environmental Testing & Consulting Services for the Broome County Land Bank Corporation (“BCLBC” or “Land Bank”). These services are needed for the environmental testing of asbestos, radon, lead-based paint, mold, PCB and other hazardous materials at Land Bank properties intended to be rehabilitated or demolished and replaced as part of the Land Bank’s Affordable Homes Program using a variety of local, State and Federal grant sources including but not limited to American Rescue Plan Act (“ARPA”) funds awarded by the City of Binghamton and Land Bank Initiative (“LBI”) funds awarded by New York State Homes & Community Renewal (“HCR”). The Land Bank is also requesting services for air quality testing and monitoring, project design, preparation of bid documents, construction-phase project and air monitoring services, etc. The aforementioned services are being solicited at this time to assist the Land Bank in its responsibilities of continued project implementation under its Affordable Homes Program within the City of Binghamton and expansion into the Town of Union. Lastly, the Land Bank is soliciting for the aforementioned services for their county-wide demolition program as well.

The submission requirements and deadline for this Request for Proposals are included in the attached document. This is a two-year contract with the possibility of a one-year extension. The Land Bank reserves the right to award multiple contracts as a result of this solicitation.
