Notice is hereby given : Request for Proposals

The City of Geneva is seeking proposals to perform a Comprehensive Fee and Rate Study

The comprehensive cost of services analysis and comparison of the City’s water and sewer fees and rates, will require a qualified consultant or consulting firm. The purpose of the study is to provide sufficient information to support a recommendation to the City Council for adjustments to residential water and sewer rates. The analysis will also determine an appropriate and adequate rate structure for water and sewer service provided by the City, considering such issues as consumption characteristics of various customer classes, deviation from cost-of-service principles, fairness and equity implications and customer understanding. The City expects that any rate or fee adjustments developed by the study will be adequate for a minimum of five years.

Disadvantage, Minority, Women and Service - Disabled Veteran - Owned Business Enterprises are encouraged to participate.

Letters of intent to submit proposals are due by Thursday March 6, 2025 by 4:00 PM
