Project Labor Agreement Consulting Services, RFQ 642826

The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to seek proposals from qualified consultants to assist the County in the development, implementation, and oversight of Project Labor Agreements (PLA). The successful consultant should have demonstrated success in the development and implementation of PLAs and will be responsible for coordinating with staff in various departments, including the Department of Finance and Procurement (DFP), Department of Transportation and Capital Infrastructure (DTCI), and the Office of the County Attorney (OCA) to develop PLAs for two (2) pilot projects and provide administration and support through the duration of the those construction projects, through project closeout, to ensure compliance as well as provide reporting and tracking on various metrics throughout the life of those projects, and to provide insight as to the effects of PLAs on County projects.

The County intends to award one (1) contract as a result of this RFP.
