Description:

he City of Bismarck Public Works Utility Operations Department is requesting proposals for monthly utility billing fulfillment services for the 2025 calendar year, with the possibility of to two additional one-year terms (3 years total). Sealed proposals will be received in the office of the City Administrator, until 3:00 p.m., on Wednesday, October 23, 2024. Proposals will be publicly opened and reviewed at 4:30 p.m. CST, on Wednesday, October 23, 2024, at the Mayor’s Conference Room (4th Floor), 221 N 5th Street, Bismarck.

The City of Bismarck Public Works Utility Operations Department currently mails approximately 18,300 utility bills per month. This quantity varies monthly and could decrease due to online billing. Utility bills are printed double-sided, three (3) times per month, on 8½ x 11, white, 24 lb. stock paper which has one perforation. The utility bills will be processed in a timely manner, normally one day for the billing to be formatted, printed, folded, and inserted into envelopes, with a return envelope included, sealed and mailed at presorted first-class pricing. At times, there will be additional inserts to be mailed along with the bills.

Proposals must be submitted on blanks furnished by the City of Bismarck and in accordance with specifications and conditions therein contained. All vendors are invited to be present at the opening. The proposals must be mailed to the City Administrator (PO Box 5503, Bismarck ND 58506-5503) or otherwise deposited with the City Administrator (221 North 5th Street, Bismarck, ND 58501) and shall be sealed and endorsed “Utility Billing Fulfillment Services.” If a proposal is to be faxed, it must be sent to the vendor’s agent independent of the City of Bismarck, placed in a sealed envelope, labeled according to this specification, and delivered to the office of the City Administrator prior to the proposal deadline.

The right is reserved to hold all proposals for a period of forty-five (45) days, to reject any and all proposals, to waive technicalities or to accept such as may be determined to be for the best interest of the City of Bismarck.

Special Requirements:
Proposals must have the following components:
• Cover Letter covering the proponent’s interest, commitment, unique qualifications and key personnel that would be assigned to the project.
• Profile detailing experience, facilities, staffing, equipment, technology capabilities, information security and any other pertinent information that would demonstrate a capability to provide high quality, dependable service. This should include a statement on postage pricing the proponent can provide based on current mailing capabilities and state what can trigger increases in postage charges to the City.
• Disaster Recovery Plan showing the contingency plan in place in the event the primary facility unexpectedly becomes inoperable.
• References identifying three (3) companies and contact information (preferable municipal and/or utility references) with the same or similar scope of service identified in this RFP.
• Services Cost Proposal using the enclosed bid sheet which is using estimated quantities based on number of bills currently being sent.
