RFP for Construction Management Services - Highway 1 North Project

The City of Half Moon Bay is searching for construction management professionals with Caltrans experience to help us oversee the successful completion of our Highway 1 North Safety and Operational Improvements Project.

You are invited to submit a proposal in response to the attached Request for Proposal (RFP) for Construction Management services.

About the Project

The Highway 1 North project proposes improvements to enhance safety and travel efficiency on California State Highway 1 (Highway 1) in the City of Half Moon Bay between intersections at North Main Street and Spindrift Way.

Proposed Improvements include:

• New signalized intersection at Terrace Avenue
• Extension of the Frontage Road to connect with Grand Boulevard to consolidate highway access.
• Extension of the four-lane highway configuration from the current narrowing at Grand Boulevard northward approximately 1,600 LF to Grandview Boulevard with improved turning lanes and landscaped medians.
• Bus stop / shelter improvements
• New bicycle/pedestrian path from Main Street to Spindrift Way on the east side of Highway 1, with terraced retaining walls to accommodate existing changes in grade along the right-of-way.

The construction budget is $11,000,000, pending final engineering estimates. It is the City’s desire to advertise the project for competitive contractor bidding in July 2025, with a Construction Start Date no earlier than November 3 ^rd , 2025.  The construction schedule is twenty-four (24) months.
