Description

This is a notice of intent to solicit and negotiate a sole source contract with Newimar S.A. under the authority of FAR 6.302. This notice is not a request for proposal, request for quote, or invitation for bid. The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) Facilities Engineering Acquisition Branch (FEAD) Rota, Spain is planning to contract to extend the lease of two tension fabric structures that are utilized as hangars, along with four modular office facilities that are currently being leased from Newimar S.A. aboard the airfield at Naval Station Rota. The leased facilities include the maintenance of leased equipment such as fire protection, heating, ventilation & air conditioning (HVAC), electrical, telecommunications equipment, and a bridge crane. The extension of the lease is required because the permanent facilities that are currently under construction are not projected to be completed until at least September 2026. The lease period is for one year, beginning on 30 September 2025, with an additional four option periods of three months each, if required.

Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received prior to the close date of this notice will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
