Valley Sanitary District (VSD) has prepared this Request for Proposals (“RFP”) and is requesting proposals from qualified and interested firms (“Proposers”) to provide professional engineering and planning services for the preparation of the VSD Campus Master Plan (the “Project”), RFP No. 2025-RFP-009 – Valley Sanitary District Campus Master Plan.
The intent of this RFP is to solicit proposals from qualified consultants to assist the District in developing a comprehensive Campus Master Plan that evaluates and recommends long-term facility improvements for VSD’s main campus. The Project will focus on optimizing site functionality, improving accessibility and security, and incorporating sustainability elements such as expanded solar infrastructure and covered parking.
The selected Proposer will develop three conceptual Campus Master Plan alternatives that address the relocation of the Certified Laboratory, construction of a new Office and Training Building, expansion of parking and solar facilities, and general modernization of the existing campus. Work will include site planning, conceptual design, renderings, cost estimating, and facilitation of a workshop with District staff and stakeholders to review the proposed alternatives.
The successful firm will be expected to coordinate closely with VSD throughout the project and adhere to the District’s expedited schedule, with final deliverables due by February 16, 2026.
The Valley Sanitary District (VSD), established in 1925 under the Sanitary District Act of 1923, provides wastewater collection, treatment, and disposal services to more than 28,000 service connections across a 19.5-square-mile area, serving approximately 89,000 residents in Indio, Coachella, La Quinta, and unincorporated Riverside County. The District is governed by a five-member Board of Directors and managed by a leadership team consisting of the General Manager, District Engineer, Wastewater Operations Manager, and Chief Administrative Officer.
VSD’s main campus, located in the Coachella Valley approximately 20 miles southwest of the Palm Springs Airport, houses both the Water Reclamation Facility (WRF) and the District’s administrative, maintenance, and operations buildings. Many of these facilities, originally constructed in the 1960s and 1970s and renovated in 2011, are now due for modernization.
The District has recently completed preliminary designs for two key improvements—a relocated Certified Laboratory and a new Office and Training Building—and now seeks to develop a comprehensive Campus Master Plan to guide future infrastructure investments. The Master Plan will evaluate multiple alternatives for optimizing site layout, expanding parking and solar infrastructure, improving access and security, and enhancing long-term operational efficiency and sustainability.
