Summary

The City of West Sacramento is accepting sealed responses for Washington District Infrastructure Upgrade Project to be received no later than Friday, May 22, 2026 at 2:00 pm .

The bid specifications, including instructions on how to bid, standards for a responsive bid, and project specifications, are attached hereto in Attachments and incorporated herein by reference as if set forth in full.

Construction will focus on water main improvements, sewer system improvements, and installation of fiber optic conduit and utility boxes. The work will require removal and replacement of existing pipelines, new pipeline installation, service tie-ins, trenching, backfill, sewer main rehabilitation using CIPP, sewer manhole installations, surface restoration, and coordination with UPRR. Because construction will take place within active public rights-of-way and in close proximity to residences, businesses, and transportation corridors, the project presents logistical challenges that demand strong field coordination, effective traffic control, clear public communication, and thoughtful sequencing. Successful delivery will require a contractor that can anticipate conflicts, minimize disruption, and maintain safe and efficient operations in a constrained urban environment.

All construction work must comply with the SACOG Green Means Go Grant requirements and must be completed before December 31, 2026.



Background

West Sacramento is a vibrant riverfront community centrally located in Northern California. West Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000. West Sacramento has a Council/Manager form of government. Citizens elect four City Council Members by district (as of the November, 2022 election) who serve four year terms and directly elect the mayor who serves a four-year term. The City is full-service with nine (9) departments and nearly 500 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, economic development and housing, community development, capital projects, and parks and recreation. The City also provides water, wastewater, and solid waste services. In addition, the City maintains port, water, wastewater, and solid waste enterprise funds. Other activities and related entities include the West Sacramento Redevelopment Successor Agency, Reclamation District 900 and the West Sacramento Area Flood Control Agency.

The Washington District Underground Utilities Infrastructure Infill and Update Project represents a significant investment in advancing the City’s housing and mixed-use development objectives within one of its primary infill areas. Existing water and wastewater infrastructure in the Washington District is aging and, in certain locations, lacks the reliability and capacity necessary to support anticipated growth. By implementing these improvements in advance of private development, the City is proactively reducing risk, controlling future costs, and establishing the infrastructure foundation needed to facilitate timely housing production. The project also includes installation of fiber optic conduit and associated utility boxes within the Green Zone to support future broadband expansion and strengthen long-term economic competitiveness.

This project is partially funded through the Sacramento Area Council of Governments (SACOG) Green Means Go (GMG) Grant Program. The grant funding is time-sensitive and must be fully expended by December 31, 2026. Adherence to this deadline is critical to preserving grant funds and maintaining progress toward the City’s broader housing and infrastructure goals. The City seeks a contractor capable of mobilizing efficiently, maintaining schedule discipline, and delivering high-quality construction in full compliance with all applicable requirements. Successful performance will be measured by timely completion, minimal disruption to the surrounding community, strict quality control, and comprehensive documentation necessary to satisfy grant and regulatory obligations.
