Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services , as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06 (effective 10/01/2025). This competitive solicitation is being issued as a Total Small Business Set-Aside.
The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 (Plumbing, Heating, and Air-Conditioning), with a Small Business size standard of $19 million. The FSC/PSC is J045 (Maintenance, Repair, and Rebuilding of Equipment Plumbing, Heating, and Air-Conditioning.
The Government intends to award a firm-fixed price contract.
Prospective contractors must be actively registered in the System for Award Management (SAM) database and Small Business Administration (SBA) at the time of offer to the Government. SDVOSB and VOSB contractors are also required to be active in and shall be verified/listed in the SBA VetCert at the time of offer to the Government. Quotes may be considered non-compliant and rejected if the Contracting Officer is unable to verify active registration status.
The Network Contracting Office 16 (NCO-16) is seeking a contractor to furnish all labor, materials, tools, equipment, transportation, and qualified supervision necessary to provide insulation and jacketing to the steam tunnel and steam line trench for Bldg. 182 and 111, respectively, at the V.A. Medical Center at 2200 Fort Roots Drive North Little Rock, AR 72114 in accordance with the included Statement of Work (SOW).

All questions must be submitted to arlene.blade@va.gov no later than 4:30 PM (CST) November 11, 2025. Answers to questions will be provided via solicitation amendment. No telephone responses will be accepted or returned.
Offerors shall refer to FAR 52.212-1 (Instruction to Offerors) contained within this solicitation. FAR 52.212-1 (Instruction to Offerors) provides specific guidance/instructions for how offers are to be prepared and submitted in response to this solicitation. (The Contracting Officer will review all offers received and will determine if each offeror followed all of the offer preparation/submission instructions in this solicitation. Offerors who do not follow the offer submission instructions and/or an offeror's failure to address the technical factors (as listed in Volume 1- Technical Volume) shall be considered to be indicative of the Offeror's lack of understanding of the Government's requirement to include the offeror being considered to be unresponsive to the requirements in the solicitation. Unresponsive offers shall not be considered for contract award.
