Kansas City Area Transportation Authority (KCATA)
Request for Information (RFI) G26-8016-55A
Renewable Natural Gas (RNG) Supply, Environmental Credit Revenue
Services, and Optional CNG Station Maintenance
September 30, 2026
1. Purpose of This Request for Information (RFI)
A. The Kansas City Area Transportation Authority ("KCATA" or "the Authority") is conducting market
research to better understand the availability, structure, and commercial terms of services related to:
1. The supply of Renewable Natural Gas ("RNG") to displace conventional natural gas dispensed
at KCATA-owned compressed natural gas ("CNG") fueling facilities;
2. The generation, management, and monetization of environmental credits - principally
Renewable Identification Numbers ("RINs") under the federal Renewable Fuel Standard ("RFS")
program - on KCATA's behalf;
3. Optional preventive maintenance services for KCATA's CNG fueling infrastructure; and
4. Potential future expansion of credit-generation services to other low- or zero-emission fuel
sources, including electricity and hydrogen.
B. Responses to this RFI will help KCATA develop a comprehensive scope of work, evaluation criteria,
and commercial structure for possible future competitive solicitation. KCATA's goal in any future
procurement would be to maximize the revenue generated from environmental credits associated
with its alternative fuel usage while maintaining reliable fuel supply and well-maintained fueling
infrastructure.
2. Background
A. KCATA is a bi-state public transit authority created by interstate compact between Missouri and
Kansas, providing fixed-route bus, paratransit, and microtransit services throughout the Kansas City
metropolitan region under the RideKC brand.
B. KCATA owns and operates a CNG fueling station that fuels a fleet of CNG-powered transit buses
(heavy duty and cutaway). Natural gas is delivered to the station through the local utility's pipeline
distribution system, and KCATA expects to continue purchasing its base natural gas commodity and
distribution service from the local utility under its existing arrangements. Any RNG supply
arrangement contemplated by this RFI is expected to operate on a "book-and-claim" (paper
transaction) basis that does not interrupt or alter KCATA's physical gas service, billing, or utility
relationship.
* Approximate CNG fleet size: 126 heavy duty buses / 4 Cutaway
* KCATA has two (2) CNG meters - facilities and transportation. The Transportation (fueling
station) consumption (per CCF):

KCATA RFI G26-8016-55A: Renewable Natural Gas Supply/Environmental Credit Revenue Services Page 2 of 6
* Projected remaining useful life of CNG station and fleet:
Approximately eight (8) years on CNG Fueling Station
Average remaining useful life for fleet is 2.41 years per bus
C. Under the federal RFS program administered by the U.S. Environmental Protection Agency ("EPA"),
RNG dispensed as transportation fuel generates RINs that may be sold to obligated parties. As the
owner of its CNG fueling station, KCATA understands that it is positioned to benefit from credit
revenue generated by RNG attributed to fuel dispensed at its facilities. KCATA notes that anticipated
increases in regional fuel consumption - including major special events expected in 2026 - may
temporarily increase fueling volumes.
3. Scope of Information Requested
KCATA seeks information on the following service areas. Respondents may address one, several, or all areas,
and should clearly indicate which areas their response covers.
A. RNG Supply (Book-and-Claim)
1. Supply of RNG attributes sufficient to cover up to 100 percent of CNG dispensed at KCATA
fueling facilities, with the lowest practicable carbon intensity.
2. Minimum RNG coverage guarantees (the minimum percentage of KCATA's CNG volume the
supplier will cover with RNG), recognizing that uncovered volumes generate no credits and no
revenue.
3. Treatment of supply curtailments or interruptions, and any compensation or remedy
structures.
4. Confirmation that normal utility service, invoicing, and payment by KCATA to its local utility
would continue unchanged.
B. Environmental Credit Generation, Management, and Revenue Services
1. Registration of KCATA's fueling facilities and accounts in all required EPA systems (e.g., EPA
Moderated Transaction System (EMTS) and applicable fuel reporting systems), including set-up
assistance and training for KCATA staff.
2. Monthly logging and reporting of fuel usage data; preparation and submission of all required
quarterly and annual regulatory reports; and correction of any reporting errors.
3. Marketing and sale of RINs (and any other applicable credits) at best available market value,
with full adherence to EPA market rules.
4. Revenue-share structures, typically quoted as a percentage of credit value retained by KCATA,
including how a guaranteed minimum monthly volume commitment from KCATA might
improve the offered share.
5. Timing and method of credit revenue payments to KCATA, market reporting, auditable record-
keeping (including retention periods), and audit support.
KCATA RFI G26-8016-55A: Renewable Natural Gas Supply/Environmental Credit Revenue Services Page 3 of 6
6. Any retroactive credit value that may be available for KCATA's historical natural gas usage, and
the allowable look-back period.
C. Optional: CNG Fueling Station Preventive Maintenance
1. Preventive and corrective maintenance of CNG fueling station equipment (compressors,
dryers, dispensers, storage, controls) in accordance with original manufacturer specifications
and performance standards.
2. Response-time commitments, emergency service capabilities, spare parts availability, and
technician certifications.
3. Whether respondents offer maintenance bundled with RNG/credit services or as a standalone
service, and the relative advantages of each approach.
D. Optional: Future Fuel Sources. Capability to generate and monetize environmental credits associated
with other current or future fuel sources KCATA may adopt, including electricity for battery-electric
buses and hydrogen, and credits available under any applicable state or federal programs.
4. Questions for Respondents
Please respond to the following. Brevity is appreciated; responses need not be exhaustive to be valuable.
A. Company Information
1. Provide a brief company overview, including years of experience supplying RNG and managing
RFS/RIN programs for public-sector or transit fleet customers.
2. Describe comparable engagements with public transit agencies or municipal fleets, including
approximate annual volumes managed.
B. Commercial Structure
1. Describe your typical pricing and revenue-share model (e.g., RIN share quoted as a percentage
of RIN value). Identify the principal factors that influence the share offered.
2. Would a guaranteed minimum monthly CNG volume commitment from KCATA materially
improve the revenue share? If so, describe the typical structure.
3. What minimum RNG coverage percentage do you typically guarantee, and how are shortfalls
handled?
4. Do you charge any service, brokerage, or administrative fees, or is compensation derived solely
from the agreed revenue share?
5. What contract terms (initial term and options) do you consider appropriate given the projected
life of a transit CNG station and fleet?

1. Describe the EPA registration and set-up process, the support you provide, the typical timeline
from contract execution to first credit revenue, and the ongoing administrative burden on
agency staff.

activity, prices achieved versus market averages, revenue summaries), and record retention.

uninterrupted attribute coverage.
2. Confirm whether your model requires any change to the customer's existing utility supply,
billing, or physical gas delivery.

1. Do you provide CNG station preventive maintenance services, either directly or through
partners? If so, describe your capabilities, certifications, and typical service-level commitments.
2. Describe your capability to manage credits for electricity, hydrogen, or other future fuel
sources, including under any state low-carbon fuel programs that may become applicable.
F. Recommendations to KCATA
1. Identify any elements KCATA should include in a future competitive solicitation to attract
strong responses and maximize value (e.g., scope definitions, data to provide, evaluation
criteria, term length).
2. Identify any aspects of this RFI that are unclear, commercially impracticable, or likely to limit
competition.
5. Anticipated Schedule
All dates are subject to change at KCATA's sole discretion. Optional Respondent presentation dates are
