I. Introduction
The City of Moorpark (City) is seeking Qualifications and Proposals from experienced
firms (Consultant) to conduct a feasibility analysis for establishing an Enhanced
Infrastructure Financing District (EIFD) to determine if the City will generate enough
property tax increment revenue to fund capital and infrastructure improvement projects.
The City's primary objectives for the Consultant are to:
* Define and evaluate potential district boundaries.
* Establish baseline conditions.
* Project tax increment revenue.
* Identify and prioritize eligible projects.
* Assess bonding and financing capacity.
* Evaluate participation by other taxing entities.
* Analyze fiscal impacts on the General Fund.
* Identify legal, procedural, and policy considerations.
* Recommend next steps and an implementation roadmap.
* Support stakeholder engagement and decision-making.
II. Background
The City of Moorpark was incorporated in 1983 with a current population of 36,284.
Moorpark and is located in Ventura County, approximately 50 miles north of Los Angeles.
The City has a General Fund budget of approximately $22 million and a Capital
Improvement Program (CIP) budget of $40 million. CIPs are budgeted from various
restricted and reserve funds and prioritized based on the City Council's goals. However,
the City has more than $100 million of CIP funding needs overall. The City has evaluated
various strategies and measures to fill this funding gap and one of those options is to
explore the establishment of an EIFD. During the Moorpark City Council meeting on
September 2, 2026, the City Council unanimously directed staff to hire a consultant to
conduct a feasibility analysis.
As a potential EIFD partner, the County of Ventura (County) approved an EIFD policy in
May 2026 to protect its financial interests, set expectations for cities and other taxing
agencies, and create a consistent, transparent and predictable process to EIFD formation
and implementation. Should there be a request from a city for the County to form an EIFD,
the County would only contribute up to 50% of the tax increment revenues generated
within the project area and require performance triggers as a condition of its participation
such as contribution caps, phased commitments, or start conditions set in an
Infrastructure Finance Plan (IFP) or an interagency agreement. The County would also
require a date or event when the tax increment capture ends, no longer than 45 years
post bond issuance and conduct annual reviews to monitor fiscal impacts and adjust
participation if assumptions change.
2
The City has not made a determination to establish an EIFD on its own or in partnership
with another taxing entity such as the County, but it does recognize the advantages of
partnering with the County to use a portion of the County's property tax increment it
generates from the City to return back to the EIFD for local capital and infrastructure
investments.
III. Scope of Work
The City seeks to retain the services of a qualified Consultant to conduct an EIFD
feasibility analysis to determine if the City will generate adequate property tax increment
revenues to help fund capital and infrastructure improvement projects.
Specific tasks are listed below. However, it should be emphasized that this list is by no
means comprehensive, complete or final, but is representative of the scope of work the
Consultant should be qualified to complete.
1. Define and evaluate potential district boundaries.
Identify and compare one or more boundary scenarios based on development potential,
assessed value growth prospects, infrastructure needs, and alignment with adopted plans
(General Plan, Specific Plans, Housing Element, Capital Improvement Program).
Boundaries need not be contiguous. The consultant should recommend a preferred
boundary with its rationale.
2. Establish baseline conditions.
Document the current assessed value, property tax allocation factors, and land use within
each boundary scenario to establish the base year for tax increment calculations.
3. Project tax increment revenue.
Prepare short-, medium-, and long-term (up to 45-year) projections of incremental
property tax and, where applicable, property tax in lieu of vehicle license fees (VLF).
Projections should cover low, moderate, and high growth scenarios. They should account
for anticipated development, resales, Proposition 13 inflation, and market absorption, with
key assumptions clearly documented.
4. Identify and prioritize eligible projects.
Inventory capital, infrastructure and facility projects that could be financed under
Government Code Section 53398.50 et seq. Examples include streets, transportation,
water and sewer, flood control, parks and open space, trails, wildfire prevention and fire
resilience, and facilities. Estimate costs and phasing and assess how each project
supports economic development goals.
5. Assess bonding and financing capacity.
Estimate the district's pay-as-you-go revenue and bonding capacity under each scenario.
Evaluate financing structures, coverage ratios, and timing, and identify opportunities to
leverage EIFD revenue with state and federal grants and loans (e.g., Infrastructure State
Revolving Fund, housing and transportation programs).
3
6. Evaluate participation by other taxing entities.
Analyze the fiscal effects of participation, and the potential benefits, for the County of
Ventura, special districts, and other eligible taxing entities. Estimate each entity's
contribution and develop a strategy and talking points for securing their participation.
7. Analyze fiscal impacts on the General Fund.
Quantify the net fiscal effect of dedicating tax increment to the EIFD. Consider forgone
General Fund revenue, offsetting new revenues such as sales tax, TOT, and business
taxes, and changes in service costs, so that decision-makers understand the tradeoffs.
8. Identify legal, procedural, and policy considerations.
Summarize statutory requirements for formation, including the Public Financing Authority
composition, Infrastructure Financing Plan contents, public hearings, and protest
provisions. Also flag any risks or constraints, such as dissolved redevelopment agency
obligations, housing replacement requirements, and annual reporting.
9. Recommend next steps and an implementation roadmap.
Provide a clear go/no-go recommendation with a formation timeline, estimated costs, and
required actions. The work should be structured so it can serve as the foundation for a
subsequent Infrastructure Financing Plan.
10. Support stakeholder engagement and decision-making.
Prepare clear, accessible materials, including an executive summary, presentations, and
maps, for elected officials, partner agencies, and the public. Present findings at up to two
public meetings.
III. Basic Assumptions
Various meetings are anticipated with staff and the City Council. For purposes of
budgeting, consider either in-person or virtual meetings with staff to kick off the feasibility
analysis work and conduct a final review before presenting to the City Council. Consider
attending up to two (2) City Council meetings in-person. The Consultant should assume
up to five (5) edit rounds based on feedback from staff and City Council.
IV. Statement of Qualifications/Proposal
Consultants shall submit a Statement of Qualifications/Proposal limited to six (6) double-
sided pages exclusive of cover letter, resumes, and references, which shall be organized
in the following format and shall include the information in the below outline:
A. Cover Letter
The cover letter is to be signed by an officer of the firm authorized to execute a
contract with the City.
4
B. General Qualifications
Provide a summary of the Consultant's qualifications demonstrating expertise,
understanding and ability to accomplish the City's primary objectives; and general
information about the firm to include location of office(s), years in business and
areas of expertise. Minimum requirements to participate in this solicitation include:
* Experience with EIFD feasibility analysis.
* Experience conducting at least three successful EIFD formations.
Submitting firms will receive a higher score for multiple successful EIFD
formations along with proven anticipated revenues and benefits.
C. Key Staff
Identify key staff and include a description of their abilities, qualifications, and
experience. Attach resumes of key staff to be assigned to this project. Include a
proposed project management structure and organizational chart. Identify any
portion of the scope of work that would be subcontracted. Include firm
qualifications (brief) and key personnel, telephone number and contact person for
all subcontractors. The City reserves the right to approve or reject all Consultants,
internal staff performing consulting services, or sub-consultants proposed by the
Consultant.
D. Project Specific Approach and Methodology
Consultant shall more thoroughly describe its understanding of the project and
describe the proposed technical and management approach. Within this section,
the Consultant shall expand on the scope of work, if appropriate, to accomplish the
overall objective, and provide suggestions which might enhance the results of the
tasks. The City has included assumptions about the number of meetings needed
with City staff and City Council to complete the Scope of Work, as well as the
number of material edit rounds that should be considered. Consultant shall provide
an example of typical documents prepared by consultant used in previous EIFD
feasibility analysis.
E. References
Consultant shall provide a list of references for the firm and any sub-consultants,
including the names, addresses and telephone numbers of recent clients,
preferably other public agencies for which Consultant has done similar work.
Include a list of specific projects associated with each reference; date work was
performed, cost and key personnel involved. References should include those
clients for which Consultant's efforts resulted in a successful revenue
enhancement measure, plus three (3) to five (5) additional references.
5
F. Cost and Fee Structure (submitted as a separate PDF document):
Please provide a cost description and estimated cost proposal to perform the
scope of services identified above. The cost proposal should be broken down and
detailed by the major work elements. The City does not process reimbursable
expenses such as ancillary printing, mileage and other reimbursables, so these
should not be included in the items of work cost. This information is to be submitted
in a separate, sealed envelope from the other RFQ/P response documentation.
V. General Conditions

by Consultant(s) in the preparation of its proposal. Consultant shall not include any
such expenses as part of its proposal.

non-material bid formalities or defects in any proposal; (b) reject any and all
proposals, in whole or in part, submitted in response to this solicitation; (c) request
clarifications from all Consultants; (d) request resubmissions from all Consultants;
(e) make partial, progressive or multiple awards; and (f) take any other action as
permitted by law and/or the City's Procurement Ordinance.
(n) The selected Consultant will be required to enter into a Professional
Services Agreement with the City of Moorpark which includes the City's standard
Terms and Conditions including insurance requirements (Exhibit A).
(o) All Consultants submitting Proposals in response to this solicitation shall
state any exceptions to or deviations from the requirements of this RFQ/P,
segregating "technical" exceptions from "contractual" exceptions. Where
Consultant(s) wishes to propose alternative approaches to meeting the City's
technical or contractual requirements, these should be thoroughly explained. If no
contractual exceptions are noted, Consultant(s) will be deemed to have accepted
the standard terms and conditions of the City's Professional Services Agreement.
VI. Consultant Selection Process
The basic elements of the Consultant selection process are as follows:
A. Evaluation of Submittals.
Each proposal will be reviewed to ensure that the firm submitted a transmittal/cover
letter, narrative proposal that is responsive to the City's requirements as set forth
herein, and a separately packaged cost proposal. Failure to meet these
requirements may be cause for rejection of a proposal. An evaluation committee
will review all proposals received and determine a ranking. The evaluation
7
committee will evaluate proposals on the following qualifications and assignable
points:
* Knowledge and experience of firm and key staff. (20)
* Availability of key staff personnel and resources. (5)
* Demonstrated understanding of project scope and City's primary
objectives. (5)
* Experience and demonstrated competence on EIFD feasibility
analysis. Additional points will be awarded for multiple successful
EIFD formations along with proven anticipated revenues and
benefits. (50) (weighted points for more experience up to max 10)
* Technical approach and methodology as it relates specifically to
achieving the City's primary objectives. (15)
* Cost Proposal. (5) (weighted points for favorable cost up to max 5)
Potential points total with all weighted points: 115
Minimum points required to qualify: 80
During the evaluation period, the City may interview some or all of the proposing
consulting firms. The City will establish a specific date to conduct interviews, and
all prospective Consultant(s) will be asked to keep this date available. No other
interview dates will be provided; therefore, if a Consultant(s) is unable to attend
the interview on this date its proposal may be eliminated from further discussion.
The City may also choose to waive interviews as part of the evaluation process.
At the conclusion of the evaluation process, the evaluation committee may
recommend to the City Council, a Consultant(s) with the highest final ranking or a
short list of top ranked firms within the competitive range whose proposal(s) is most
advantageous to the City. The City Council will review the evaluation committee's
recommendation and make the final selection. The City will notify all Consultants
that submit Proposals of the evaluation results.
The final scope of work, schedule, and fee will then be negotiated based upon the
draft documents and the needs of the City. If an agreement cannot be reached
between the City and the Consultant in a reasonable amount of time, negotiations
may begin with the next highest- ranking Consultant until an agreement is reached.
