The United States Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to solicit and competitively award a single Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Cost Analysis Support (CAS) Services. The requirement will be solicited as a total small business set aside under FAR Part 15 on SAM.gov to provide primary support to Program Executive Offices (PEO) Combat Support & Combat Service Support (CS & CSS), PEO Ground Combat Systems (GCS), the Tank- Automotive & Armaments Command (TACOM) Life Cycle Management Command (LCMC), PEO Soldier, Joint Program Executive Office Chemical Biological Defense (JPEO-CBD), Marine Corps Systems Command (MARCORSYSCOM), the Office of the Deputy Assistant Secretary of the Army Cost and Economics (ODASA-CE), PEO for Simulation, Training and Instrumentation (PEO STRI), Department of the Navy, Ground Vehicle Systems Center (GVSC), Army Futures Command (AFC), and other Department of Defense (DoD) agencies as requested and subject to approval of ACC-DTA Contracting Officer. The FFP IDIQ contract will consist of five one-year ordering periods and a six-month option under FAR 52.217-8 to extend the final ordering period, if required, with a minimum guaranteed value of $150,000 and a maximum ordering value to be determined prior to award of the contract. Proposals will be evaluated on a best value basis in accordance with Sections L & M of the forthcoming solicitation.
This notice of intent is not a request for proposal and does not constitute a solicitation. A draft solicitation has been released for industry feedback in February 2025, with the final solicitation planned to be released in March 2025. The solicitation proposal submission period is expected to be 30 calendar days from the date of solicitation issuance.
