All Proposals submitted in response to this RFP will be public information under the Minnesota
Data Practices Act, Minnesota Statutes Chapter 13 once the evaluation process is complete.

SECTION 2 –SUMMARY OF PROJECT SCOPE
1. Project Overview and Goals
This project has been developed by Clear Roads. Clear Roads is an ongoing pooled fund research project aimed at
rigorous testing of winter maintenance materials, equipment and methods for use by highway maintenance crews. Clear
Roads will fund and oversee the contract for this project in coordination with MnDOT. For more information, visit
www.clearroads.org.
MnDOT requests responses for this Clear Roads project to document the best practices in clearing snow from four to six
different interchange and intersection layouts and provide training videos / animations and additional training materials
on the subject. There are numerous pass sequences that snow and ice professionals can use to clear a given snow route,
intersection, or interchange configuration. Having a resource that provides guidance on the most efficient and effective
means for snow removal, while utilizing common equipment setups, will help agencies better train their operators,
justify the purchase of specialized equipment, manage resources, and improve service levels to the motoring public.
This project will involve researching and documenting current snow removal practices used by transportation agencies
to determine the most efficient best practices for clearing the four to six identified interchange and intersection
geometries. The selected vendor will produce training videos / animations and associated training materials that
showcase these practices, which will aid in training and help improve winter operations. These videos / animations and
training materials should supplement the ten interchanges completed as part of Clear Roads Project 14-03.
2. Scope of Work and Deliverables
The primary goal of this project is to document and produce training materials that showcase the most efficient
practices to properly clear various interchange and intersection layouts. CR 14-03 laid the groundwork for this project,
which will build upon those initial efforts.
Investigators will develop videos / animations and associated training materials for four to six new (beyond those
addressed in CR 14-03) types of intersections and interchanges (such as a Continuous Green T-Intersection, Restricted
Crossing U-Turn and new roundabout types). The new videos / animations should be similar and supplemental in style
and content to the ten videos / animations produced as part of CR 14-03. Each video / animation should include:
1. Title for the intersection/interchange layout (with runtime).
2. An animated overhead view of the layout showing truck maneuvers required to clear the
interchange/intersection.
3. Supplemental video shots of plow trucks clearing each type of geometry should be included. Clear Roads can
help identify existing footage available from media outlets.
4. Narration and appropriate subtitles for each technique.
Investigators will develop a one-page reference card for each of the interchange / intersection layouts, showing the
overhead view of the geometry, along with other visual and written instructions on how to clear that type of
intersection / interchange. Investigators will also develop a supplemental Practice Manual section and PowerPoint

presentation for trainers to use that complement the videos / animations and reference cards and reinforce the key
techniques for each interchange.
Anticipated Deliverables
The following is a list of deliverables expected to be provided by the successful responder:
1. Kick-off teleconference at the start of the project to review project tasks and goals and discuss the plans for all of the
tasks.
2. Check-in teleconferences with Clear Roads to review deliverables as appropriate.
3. Survey of Clear Roads member states to identify four to six interchange / intersection geometries to be studied for
optimal clearing techniques and the states that use the identified geometries. Review survey questions with the Clear
Roads subcommittee prior to distribution. The task deliverables will be draft survey questions and a draft survey analysis
to be finalized after subcommittee review.
4. Follow-up interviews / meetings with states that employ the four to six interchanges / intersections identified to
determine optimal clearing techniques. The task deliverable will be a draft summary of techniques and insights to be
finalized after subcommittee review.
5. An outline and script for each type of interchange / intersection in chapter format. Clear Roads will review / approve
prior to moving onto the next task.
6. A video/animation, a one-page reference card and supplement to the Practice Manual for one of the intersections /
interchanges to be finalized after review by the Clear Roads subcommittee.
7. A video/animation, a one-page reference card and supplement to the Practice Manual for each of the remaining
intersections / interchanges to be finalized after review by the Clear Roads subcommittee.
8. Virtual webinar to present project findings including a PowerPoint presentation for trainers to use that complements
the videos / animations and reference cards and reinforces the key techniques for each interchange. The investigator
will provide the draft versions at least two weeks in advance of the webinar. The investigator should also assume there
will be some additional time required after the presentation to gather and incorporate feedback for final acceptance.
9. Quarterly Reports that provide documentation of progress should be submitted to the Clear Roads Technical Advisory
Committee (TAC) at the end of each quarter of the year (March 31, June 30, September 30, December 31) for the
duration of the contract.
While not required on a pass/fail basis, demonstration of the following desired skills will be taken into consideration
when rating responders’ qualifications and experience.
1. Experience as a videographer, or in video production and graphic design.
2. The research team should include at least one person with knowledge and experience related to winter road
maintenance operations.
3. Experience developing and analyzing surveys and conducting interviews.
4. Demonstrated ability to develop training products for non-technical audiences.
5. Ability to synthesize information and produce working documents and graphic presentations for a particular audience
to understand.
3. Additional Tasks or Activities.
Responders are encouraged to propose additional tasks or activities if they will substantially improve the results of this
Project. These items must be separated from the required items on the cost proposal required under this RFP.
