1.0 PURPOSE
The County of Rockingham, (the County) a political subdivision of the State of Virginia is seeking design-
build proposals from the firms determined qualified by the Board of Supervisors at its meeting on October
22, 2025 to serve as the Design-Builder for the construction of a new County Administration Building to
be located in the County’s Tech Park, Innovation Village at Rockingham. The new building will be
constructed next to the current SRI Building located at 140 Research Dr, Harrisonburg VA 22802. The
qualified contractors as determined by the Board of Supervisors are Harman Construction, KBS Inc., Lantz
Construction, Nielsen Builders Inc., and Warfel Construction.
2.0 BACKGROUND
Rockingham County is in the center of the beautiful Shenandoah Valley of Virginia. Nestled between the
Blue Ridge Mountains on the east and the Alleghenies on the west, the County is located along the
Interstate 81 corridor and only a two-hour drive to Washington, DC. Rockingham County is the third
largest county in Virginia and encompasses the Harrisonburg-Rockingham metropolitan area.
The Rockingham County Administration Building is currently located at 20 E Gay Street, Harrisonburg VA
22802. It houses the County Administration, Fire and Rescue, Commissioner of Revenue, Treasurer,
Technology, Human Resources, Finance, Court Services, Registrar, Public Works, Engineering and
Community Development departments. All departments are planned to be moved to the Innovation
Village at Rockingham except for Court Services.
The County Administration Building serves as the central hub for all county operations. Whether voters,
citizens, or business owners, nearly everyone in the community interacts with this facility for various
needs. As such, the functionality of the parking lot and the internal flow between departments is critical.
To support this, the County has conducted a space needs study to guide the Design-Build Contractor in
determining the appropriate locations and square footage requirements for each department and
shared space. A Design-Build approach was selected to provide the contractor with maximum creative
flexibility in developing an efficient layout that optimizes traffic flow while staying within the property’s
spatial constraints.
A mandatory pre-proposal meeting will be held at 140 Research Dr, Harrisonburg VA 22802 on Friday,
November 21, 2025 at 10:30am.
3.0 SCOPE OF SERVICES
The selected firm, under the direction of the County, shall supervise all aspects of the project including
but not limited to the following: Planning, budgeting, administration, scheduling, inspection,
coordination, permitting, design, construction management, and construction.
The scope will include renovating a portion of the existing building and constructing a new building to
include the departments noted above. Incorporated in this Request for Proposals is the following
Addendums:
A. Addendum A: A condensed version of the space needs study results
B. Addendum B: Existing conditions of the SRI building
C. Addendum C: Existing site survey information

D. Addendum D: Original site plans which include water and sewer information for the SRI
building
The space needs study shall be used as a guiding tool in your proposal, but contractors are expected to
provide their proposal for what they deem is the most effective use of space for the County’s needs.
4.0 PROPOSAL PREPARATION AND SUBMISSION
Proposal shall address the items included in the Purpose, Scope of Services and the Evaluation Criteria.
Proposals shall be as thorough and detailed as possible so that the County may properly evaluate
capabilities to provide the required services. Offerors are required to submit the following items as a
complete proposal:
Section 1: Cover Letter: Indicating the Offeror’s philosophy in providing the requested services. Note any
changes to key personnel since the original response to the Request for Qualifications.
Section 2: Design Proposal: The Offeror shall include graphical representations of the proposed project
design, written descriptions of the proposed materials, features, and design approach, and any other
information relevant or necessary to convey the Offeror’s proposed design. The Design Proposal shall
indicate the individuals to be included on the Offeror’s design team and the manner in which architectural
and engineering services will be provided for the project.
Section 3: Confirmation of Compliance with the Purpose and Scope of Work: The Offeror shall describe
how the proposal meets the Purpose and Scope of Work described in this RFP. Include the signature sheet
and sign for receipt of any addendum, if applicable. If any portion cannot be met, the Offeror must identify
the discrepancy in detail and describe an alternative solution.
Section 4: Each offeror must provide the total cost for the design-build proposal. The proposal must break
out any alternatives from the specifications noted in 3.0 Scope of Services. The cost proposal must be in
a separate sealed envelope.
Send one original and four copies of the clearly marked proposal and separately sealed cost proposal
labeled “RFP #25-1103-01 COUNTY ADMINISTRATION CONSTRUCTION AND RENOVATION” and “RFP
#25-1103-01 COST PROPOSAL” respectively no later than March 6, 2026 at 2:30pm to County of
Rockingham, Attention: Rebecca Guthrie, 20 East Gay Street, Harrisonburg VA 22802. A removable media
storage device containing three (3) digital copies of the proposal, one of the proposal as submitted, one
of the proposal as redacted to remove all confidential and proprietary material, and one of the cost
proposal, must be included in the proposal packet.
The time of the receipt shall be determined by the time clock stamp in the Finance office. If the
Rockingham County Administration Center is closed for business at the time scheduled for the proposal
submission, the sealed proposal will be accepted and opened on the next business day of the County, at
the originally scheduled hour.
Electronic submissions can also be submitted through the County’s website or using the following link

proposal is electronically submitted, paper and digital copies will still be required to be submitted to the
Finance Office by the deadline in the same manner as noted above.
