INVITATION FOR BID – STATESMAN PUMP STATION INTERIM UPGRADES The Western Virginia Water Authority (Authority) will receive sealed Bids for the construction of the Statesman Pump Station Interim Upgrades at the Authority’s Engineering Services Office, Coulter Building Third Floor, Suite 300, 601 South Jefferson Street, Roanoke, Virginia, 24011, until 2:00 p.m. local time on Wednesday,December 4, 2024, at which time the Bids received will be publicly opened and read aloud via virtual Webex meeting shortly after receiving Bids. Minority Owned Businesses (MBEs) and Women Owned Businesses (WBEs) are encouraged to respond. The Project consists of installation of an additional pump, new discharge pipe, and related work at an existing water pump station in Roanoke, Virginia. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders. Prospective Bidders must examine and download the Bidding Documents at www.westernvawater.org under ‘DOING BUSINESS WITH US, Invitations to Bid’. All questions and technical inquiries must be submitted in writing to the Owner’s primary contact, Greg Taylor, P.E. (email Gregory.Taylor@WesternVaWater.org). A non-mandatory site visit is scheduled for Tuesday, November 19, 2024, at 11:00 a.m. at 2755 Mary Linda Avenue NE, Roanoke, VA 24012. Maps to the site will be made available upon request. A non-mandatory hybrid pre-bid conference will be held on Tuesday, November 19, 2024, at 2:00 p.m. at the Authority’s Engineering Services Office, Coulter Building Third Floor, Suite 300, 601 South Jefferson Street, Roanoke, Virginia, 24011 and via a Webex meeting. Prospective Bidders may attend either in person or virtually. Those planning to attend virtually are encouraged to test the provided link to the Webex meeting well in advance of the pre-construction conference to confirm access and compatibility.
Bidders are referred to the Code of Virginia § 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia § 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. The Authority does not discriminate against a bidder or offeror because of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as a service disabled veteran, or any other basis prohibited by state law relating to discrimination in employment. The Authority does not discriminate against faith- based organizations in accordance with the Code of Virginia § 2.2-4343.1. A Bid may be withdrawn in accordance with the Code of Virginia § 2.2-4330 by giving notice in writing of Bidder’s claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice.
