Trade agreement:         This procurement is not subject to any trade agreement.

Tendering procedures: All interested suppliers may submit a bid.

Nature of Requirements:

The following is a summary of the statement of work for this requirement.

The Correctional Service Canada (CSC) has a requirement to provide First Aid training to CSC employees to be in line with Section 86 of the CCRA, Obligation of Service.

Objectives:

To provide CSC employees training and certification in first-aid as First Aid & CPR attendants; as First Aid & CPR Instructors; as CPR/AED at Health Care Provider (HCP)-level Instructors. The Contractor’s training content must be in line with the 2016 National Guidelines for First Aid training and recognized by the Worker Safety & Insurance Board (WSIB) Ontario. The Contractor must provide certificates to participants upon successful completion of the programs.

To provide CSC certified employee trainers the tools required to deliver the training to other CSC employees (manuals and certificates).

Deliverables:

The Contractor must provide:

•        Training allowing CSC employees to obtain certification cards in First Aid and CPR/AED (up to 600 employees yearly) and CPR/AED at HCP level training (up to 100 employees yearly)

•        All necessary materials and equipment to deliver the First Aid & CPR, CPR/AED at Health Care Provider (HCP)-level. This includes, but is not limited to, training manuals, written and practical exercises, and handouts required for completing the applicable course.

•        Testing as required to complete the trainer certification;

•        All course materials in both official languages (including, but not limited to manuals, PowerPoint presentations, training materials, written, practical exercises, and testing) as the Designated Manager requests.

•        Delivery of all materials and equipment to the training location prior to start of course (CSC will provide storage for materials and equipment on site at the training location during the course);

•        A list of successful participants to the Designated Manager;

•        Hard copies of certificates for successful participants within 21 days of course completion,

delivered to the Designated Manager, delivered by email or mail).

Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Standing Offer and Time Frame for Delivery:

Period of the Standing Offer: The Work is to be performed during the period of Contract Award to October 31st, 2025 with the option to renew for four (4) additional one-year periods.
