Project Description: The Highspire Authority will receive bids for the removal and disposal of dewatered biosolids. Bids may be submitted and updated online until Thursday, December 4, 2025, 3:00 PM. All documents and solicitation details are available any time at http://PennBid.bonfirehub.com.
The contract work will include the collection, removal, transportation and disposal of dewatered biosolids from the Highspire Wastewater Treatment Plant, from January 1, 2026, to December 31, 2028. Biosolids shall be taken to a landfill or other facility or entity permitted by PA DEP.
The Contractor shall be responsible for selecting a landfill or other facility or entity and all costs associated with obtaining approval for use except for chemical analysis. The Borough will be responsible for all PA DEP required chemical analyses.
Dewatered biosolids shall be hauled to the disposal site from the Highspire Wastewater Treatment Plant in roll-off dumpsters provided by the Contractor. No other materials of any sort shall be added to the dewatered biosolids while the dewatered biosolids are in the custody of the hauler. The Borough may produce approximately 160 dry tons of dewatered biosolids annually. The dewatered biosolids will be approximately 20 percent solids.
Bidders shall provide a roll-off box with open top and sealed door and shall remove the full box and return the empty box within 48 hours after being notified by the Borough.
Empty containers may be delivered to and full containers removed from the Highspire Wastewater Treatment Plant between the hours of 7 a.m. and 3 p.m., Monday through Sunday
Contractor must provide a manifest for each load listing disposal site and weight of biosolids disposed. Containers shall be placed in the position directed by the Wastewater Treatment Plant Superintendent or his or her representative.
A performance bond in the amount of the total contract price shall be furnished by the Bidder to the Borough. The surety on the bond must be qualified to do business in the Commonwealth of Pennsylvania and to furnish a bond in form acceptable to the Borough and its solicitor.
Only those questions submitted online via PennBID shall be considered. Questions received after Monday, December 1, 2025 , at 12:00 PM regarding the project will not be acknowledged.
Bidders must comply will all State anti-bid rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid.
Highspire Borough Council reserves the right to accept or reject any or all Bids.
