To be considered for a Contract, firms must submit three (3) hard copies (one signed original and two copies) and one electronic file copy (in PDF format by flash drive) of their completed Statement of Qualifications, marked "RFQ for Master Agreement for Consulting Services", to the following address:

MASTER AGREEMENT FOR CONSULTING SERVICES
I.
INTRODUCTION
The Onslow Water & Sewer Authority (the Authority) invites professional consulting services firms
to submit a Request for Qualifications (RFQ) for consideration to provide engineering design,
construction administration, construction observation, and other technical planning necessary for
the completion of new construction and facility renovation projects at multiple locations throughout
Onslow County, North Carolina. Interested firms qualified to perform work under this RFQ, are
invited to submit their qualifications for consideration to provide such services.
At the completion of the RFQ process, the Authority intends to enter into a Master Agreement for
Consulting Services (the Contract) with one or more qualified firm(s) to provide the services
specified in the Scope of Services for relevant projects to be identified by the Authority as they
arise. Contract length will be three (3) years, with two (2) optional one-year extensions, however,
the Authority reserves the right to terminate a Contract at any time for any reason or no reason at
all. The total number of individual projects to be performed under an individual Contract, and their
associated budgets, have not been established. Projects will be assigned at the sole discretion of
the Authority.
The Authority intends to utilize these Contracts for the majority of capital projects that involve
professional consulting services; however, the Authority, in its sole discretion, may choose to
issue a separate Request for Qualifications for specific projects whereby this firm may be solicited
and invited to respond.
Any firm wishing to be considered must be properly registered with the North Carolina Office of
the Secretary of State and with the North Carolina Board of Examiners for Engineers and Surveyors.
II. BACKGROUND
The Authority is a regional public water and sewer utility established in accordance with North
Carolina General Statute G.S. 162 to serve the residents of Onslow County. Operations began
in 2005 and the current service area includes all of Onslow County except for the City of
Jacksonville, Federal installations (United States Marine Corps), and areas served by private
utility companies. The Authority has approximately 60,304 water accounts and 16,180 sewer
accounts, served by two water treatment plants, six wastewater treatment plants, and a central
office complex within the City of Jacksonville.

Ill. SCOPE OF SERVICES
As noted in the Introduction, services will be provided on an as-needed basis for both new
construction and renovation of existing facilities. Services may include but are not limited to,
the following:
Performing condition surveys/evaluation of existing and/or proposed utility infrastructure,
including hydraulic modeling and the preparation of planning studies, technical
summaries, and reports.
Conducting property research, preparing descriptions, boundary and topographic
surveying, LiDAR, easement acquisition, and hydrographic surveying services.
Completion of planning, conceptual design, and preliminary probable costs of construction
for both new and renovation projects.
Preparation of detailed drawings, specifications, and other contract documents necessary
for both formal and informal bidding processes, as appropriate, as well as for the pre-
qualification of contractors (when required).
Furnishing documentation and design data as necessary to secure approvals/permits from
Federal, State of North Carolina, and/or Local (City of Jacksonville or other municipalities)
agencies that may have jurisdiction over the design and construction of a project (or any
part thereof).
Attendance at planning, progress, and (when requested by the Authority) Board of
Directors or other public meetings throughout the design phase of assigned projects to
discuss project scope, schedule, and probable costs of construction.
Providing construction contract bidding services, including advertising of projects for bid,
preparation, and distribution of bidding documents, conducting pre-bid meetings,
preparation, and issuing of addenda, conducting bid openings, analysis of bid results, and
providing recommendations of contract award.
Providing construction administration services, including conducting pre-construction and
progress meetings, review and approval of construction submittals,
evaluation/recommendation of contractor pay requests, conducting punch-list inspections,
and recommending final acceptance of the work.
Conducting field inspections during the construction period to verify the work has been
completed in compliance with the contract documents, and to document construction
activity and progress.
Assisting Authority staff with the preparation of applications for and compliance with the
requirements of public/private, State, or Federal agency funding programs, including the
State Revolving Loan Fund, bond funds, and grant funding agencies.
Coordinating with Authority IT personnel to ensure projects are designed and constructed
to be compliant with existing SCADA and GIS systems.

IV. EXPERIENCE CATEGORIES
To prepare a Statement of Qualifications (SOQ) for this contract, the following categories should
be utilized (along with the proposed services listed previously) to illustrate your firm's experience
and capabilities. These represent work that could be assigned as a Task Order under an
individual Contract:
1. Distribution and Collection System Rehabilitation/Expansion
Experience in the replacement of existing potable water, gravity sewer, and force mains
due to condition or capacity issues; renovation or replacement of other system assets
(water and sewer pumping stations, manholes, air relief valves, and meter vaults);
assessment of pipe condition and evaluation of inflow/infiltration issues; and the extension
of service (primarily sewer) into areas not currently served. This includes design based
on both open trench and horizontal directional drill (HDD) techniques, as well as
experience working within NCDOT right-of-way.
2. Treatment Facilities Rehabilitation and New Construction
Experience in the assessment of existing treatment equipment/processes to determine
alternatives for increased efficiency/capacity and design of renovations; design of new
potable water treatment processes and facilities and associated storage tanks (to include
pilot studies, site evaluations, and treatment process development); and wastewater
infiltration basin site evaluations, process design, and construction. This includes any
experience in the design and operation of reverse osmosis (RO) treatment processes.
3. Source Water Development
Experience in the assessment of potential new groundwater supply sources; modeling;
design and construction of new production wells and raw water mains; evaluation of
existing production wells and operating/control systems; and design of improvements to
maximize raw water production. This includes direct experience working with regulatory
entities (NCDEQ) and in areas affected by the Central Coastal Plain Capacity Use Area
(CCPCUA) requirements.
V. ADDITIONAL SERVICES
In addition to the categories listed in Section IV above, please include in the Statement of
Qualifications a brief discussion regarding your firm’s in-house capability, if any, in the following
areas:
Asset Management and Facility Condition Assessments
Water Distribution System Hydraulic Modeling
Sanitary Sewer Modeling, including pressure systems
Easement Acquisition and Right-of-Way Issues
Supervisory Control and Data Acquisition (SCADA) System Architecture and
Programming

VI. SUBMISSION REQUIREMENTS
To be considered for a Contract, firms must submit three (3) hard copies (one signed original and
two copies) and one electronic file copy (in PDF format by flash drive) of their completed

Submittals must be received by no later than 4:00 pm (EDT) on December 4, 2025, to
be eligible for consideration.
Submittal packages may be hand-delivered during normal hours of operation (8:00 a.m. - 5:00
p.m. weekdays) or mailed. Firms mailing responses should allow sufficient time to ensure timely
receipt of their proposal; submittals received after the specified time and date will be deemed
invalid and returned unopened, regardless of cause. Statement of Qualification submittals will
not be accepted via fax or e-mail.
Qualification packages may be withdrawn by the firm upon written request, prior to the submittal
deadline.
By submitting a proposal, the firm acknowledges that they have read and understood the
provisions and terms and conditions under which the Authority and the firm would enter into a
valid contract. Firms taking exception to any part of a section of the RFQ or standard contract
language shall indicate such exemptions in their proposal. Failure to indicate any exceptions shall
be interpreted as the firm's intent to fully comply as written.
The Authority reserves the right to waive any informality, to reject any and all responses to this
RFQ, and to accept any responses which in its opinion may be in its best interest.
VII. STATEMENT OF QUALIFICATIONS
Firms shall submit a Statement of Qualifications package in accordance with the
requirements of this RFQ that presents their qualifications and understanding of the services
to be performed.
1. PREPARATION
1. Emphasis should be placed on the completeness of services offered and clarity of
content. The submittal should be carefully worded and must convey all the
information requested by the Authority. If errors or exceptions are found in the
firm's qualification package, or if the package fails to conform to the requirements
of the RFQ, the Authority will be the sole judge as to whether that variance is
significant enough to reject the firm's submittal.

2. Packages should be prepared simply and economically. All data, materials, and
documentation shall be available in a clear, concise form. The Authority does not
expect nor will any more favorable consideration be given to submittals with
excessively detailed covers or binding, color photographs, sample plans, non-
pertinent information on other accomplishments of the firm which have no direct
bearing on the listed Scope of Services, resumes of individuals who will not be
engaged in the work, or pages of other non-project related material.
3. Submittals shall be limited to a maximum of thirty (30) sheets (front and back, 60
pages of text total), bound in a single volume, double-sided 8 ½ x 11-inch page
size with a minimum 12-point font. Covers and section dividers do not count in the
page total. The submitting firm is solely responsible for all costs and expenses
associated with the preparation of the SOQ and any supplementary presentation
if requested by the Authority.
4. Submittals must be made in the official name of the individual, firm, or corporation
under which the business is conducted (showing the official business address)
and must include a cover letter signed in ink by a person duly authorized to legally
bind the business entity submitting the qualification.
2. REQUIRED CONTENT
At a minimum, firms shall include the following within the Statement of Qualifications:
1. A signed Cover Letter, which briefly states the firm's intention of submitting a
Statement of Qualifications. This letter shall be on the firm's letterhead and be
signed by a representative who has the authority to obligate the firm.
2. A Table of Contents, with page numbers.
3. A one-page summary narrative as to the firm's area(s) of interest, in-house
disciplines, resources, and basic qualifications regarding the Scope of Services
stated in the RFQ.
4. Names of principle(s) of the firm and states in which they are registered. Also
include the primary office location from which services will be provided and a point
of contact for questions/communications, with name and contact information.
5. A list of staff members and qualifications of those persons who would be assigned to
work with the Authority, based on the Scope of Services provided, including a basic
organizational chart. Resumes for selected individuals may be included as an
appendix and will not count towards the 30-sheet limit.
6. A separate discussion of the approach to be used by your firm in completing projects
under each of the three Experience Categories listed in Section IV this RFQ, including
an understanding of the activities necessary to reach the final product, who would be
assigned to these activities, and why your firm is most qualified to perform this work.
7. A list and description of your firm's previous experience over the last five (5) years that
