OPTIONAL Pre-Proposal Meeting is scheduled for Wednesday, May 28, 2025, at 10:00 a.m. at the Manhattan Beach Pier site located at 1 Manhattan Beach Blvd., Manhattan Beach, CA 90266.
Project Description
The Project involves structural inspection and engineering services for the Manhattan Beach Pier condition assessment and recommendations for rehabilitation of the structure. This involves the analysis of the structural foundation and recommendations provided by the Consultant for any minor or major repairs depending on the priority level. The Consultant shall communicate their findings as per their expertise, of components in the existing framework that may jeopardize the integrity of the structure. After a thorough inspection of the structure, the Consultant shall provide the City with an assessment report outlining any deficiencies recognized with the structure deemed unsafe per industry standards.
The selected Consultant may be utilized for design development and construction documents following the completion of the report; however, this will depend on performance and additional contract approval, and is not guaranteed.
Project Information Introduction
The City of Manhattan Beach is located within the southwestern coastal portion of Los Angeles County in what is commonly referred to locally as the “South Bay” area. The City is bounded on the north by El Segundo, on the east by Hawthorne, on the east and south by Redondo Beach, on the south by Hermosa Beach, and on the west by the Pacific Ocean. The City is a beach community with approximately 2.1 miles of beachfront. The City has a total land area of 2,483 acres (3.88 square miles). The City is bound by Rosecrans Avenue on the north, Aviation Boulevard on the east, Artesia Boulevard on the south and the Pacific Ocean on the west. Sepulveda Boulevard (State Highway 1) runs north-south through the middle of the City.
The City currently maintains the Manhattan Beach Pier. The Pier is a 930 feet reinforced concrete pier that extends into Santa Monica Bay at approximately 460 feet. The “Round House” structure exists at the West end of the pier housing an aquarium and restrooms. The Pier was originally constructed in 1917 and has been modified and rehabilitated on several occasions. The pier deck was replaced and localized repairs were made to piers/columns, bents, and girders in 1991. The last full condition assessment was conducted in 2011 and localized structural repairs were made in 2012.
Project Special Condition
The project will require coordination with the City's annual events as further listed in the RFP documents.
During the inspection process, the City and/or community user groups will host annually scheduled special events in and around the project site. The event will either be at the project site or the area adjacent to the project site would be utilized for the event.
The Consultant shall cooperate and accommodate the special events by neatly and securely condensing the area prior to the event date or temporarily vacating the areas where there is equipment, as required. Inspections for prior, the day of, after the events for the Consultant will have to be reviewed and approved by the City. The events are mostly on weekends, however, set up does begin mid-week.
