Proposals will be opened and read aloud at the 2nd Floor Conference Room, 240 Constitution
Boulevard, Dallas, Georgia 30132 shortly after 10:00 am EST. Proposals received after the
designated time will not be considered. The OWNER of the project is the Paulding County
Board of Commissioners. The Engineer/Architect for the project is Croy Engineering.
The approximate extent and character of the Work is generally described as follows:
The construction of proposed roadway infrastructure, parking lots,
sidewalks/elevated boardwalk, fishing pier, floating dock and canoe rental
structure for public access to the Richland Creek Reservoir. Construction
activities will include; Clearing activities, demolition operations, grading
operations, concrete and asphalt paving operations, erosion measures and
construction of structures/piers/docks.
There will be a Non-Mandatory Pre-Bid Conference at 10:00 am EST November 12th at the

BID INQUIRIES
All questions or request for additional information must reference Bid No. and must be
submitted by email no later than 10:00 am EST November 26th to purchase@paulding.gov.
All questions and answers will be sent to all listed plan holders.
Bidders shall inform themselves concerning Georgia Laws and comply with same.
To obtain Bid Documents, submit a written request via email to purchase@paulding.gov stating
your name, company and contact information. The telephone number to the Purchasing
Department is 770-443-7512. All questions about the bid process, plans or specifications must
be submitted in writing to purchase@paulding.gov. Paulding County will not address any
question or clarification regarding specifications or procedures orally or via telephone. Paulding
County is not bound by any oral representations, clarifications, or changes made to the written
specification by County employees, unless such clarification or change is provided to the
respondent in written addendum from Paulding County. Although the Purchasing Division will
take effort to send any addendum to known Plan Holders, it is ultimately the responsibility of the
Bidder to ensure that they have all the applicable addenda prior to submitting the Bid.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties
approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the
protection of the OWNER in an amount equivalent to five percent (5%) of the total amount
payable by the terms of the contract or, in lieu thereof, in the form of a certified check, cashier’s
check, or cash in equal amount.
The Successful Bidder will be required to furnish performance and payment bonds, for 100% of
the contract amount, with the executed Agreement meeting the requirements of the Contract
Documents and executed on the forms attached to the Agreement. The terms and time for
payment are set forth in the Agreement.
Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in the
Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on
Federal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of
State to do business in the State of Georgia.
Requests for payments are due by the FIFTH (5th) of the month for payment by the
TWENTIETH (20th) of the month less 10% retainage. Retainage (10%) is to be held until final
acceptance of the project by Paulding County.
All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, but
OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date.
All work performed for this project will be IAW Georgia Department of Transportation Standard
Specification for Construction of Roads and Bridges, Current Edition, and attached
modifications and special provisions.
Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. Each
sealed envelope containing a Bid must be plainly marked on the outside as, “Bid No. 26011-
2001, Richland Creek Park”. If bid is forwarded by mail, the sealed envelope containing the
Bid must be enclosed in a separate mailing envelope to the attention of the OWNER at the
address previously given.
The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
