Notice of Proposed Sole Source Purchase

The University of Mississippi (UM) anticipates purchasing the item(s) listed below as an IT sole source purchase.
Anyone objecting to this purchase as a sole source shall follow the procedures outlined below.
Commodity or commodities to be purchased (manufacturer, model, description):
Catapult ThunderCloud
The need to be fulfilled by this item(s) and why it is the only one that can meet the specific needs of
the department:
The University of Mississippi athletic department's football team is looking to extend their coaching
video solutions with Catapult. The system will be continued to be used by the football coaches for game
planning, opponent and self-scouting, and creating highlight tapes. The University of Mississippi athletic
department's football team currently uses Catapult Thunder and Catapult ThunderCloud and relies on
the company's customer service team. The existing video network consists of hardware (including
multiple servers, switches, desktop stations, and laptop/surface stations) as well as the software.
Catapult Thunder provides the video and coaching staff with the tools to break down game film, analyze
reports and teach players. Since Thunder is fully customizable, the software can be used for specific
needs of the coaching staff and is completely scalable. The scalability of Thunder allows the football
team to move forward under the site license and add more licenses at no additional cost. Catapult is the
only vendor that provides all of the services required including H. 264 HD video ingest, playback and
distribution capabilities for 1080p, 3K and 4K file based content; 10-20x ingest of HD content with marks
; the ability to intercut up to 8 views concurrently. It automatically will create Off, Def, Sorted Kicking
(KO, KOR, P, PR, FG, FGB) as well as a continuous copy edits and upload of all video/edits upon return
to network after road game. It provides live HD capture solutions, native PowerPoint slides that can be
inserted directly into edits with full telestrations, and voice over feature allowing coaches to record full
sessions of video, remote commands, telestrations and voice for use in Thunder or for distribution and
integrated game analysis. Customized reporting for coaching staff and security reporting on activity for
all users is featured, as well.
Name of company/individual selling the item and why that source is the only possible source that can
provide the required item(s):
Catapult is the sole developer, distributor and authorized seller of Thunder, ThunderCloud and all
related and any associated hardware. They are the only source that can provide products and software
that will seamlessly integrate with the servers and infrastructure that is already in place in our football
facility.
Why the amount to be expended for the commodity is reasonable:
The total price provides a site license for Catapult Thunder and Catapult ThunderCloud for the University
of Mississippi football team. The site license currently saves thousands off list price as we incur no
charges for software upgrades or adding additional licenses for the team.
Efforts that the agency went through to obtain the best possible price:
Negotiations are conducted with Catapult to obtain best prices available for the equipment and services
needed by our University.

Submission Instructions and Format of Response from Objecting Parties:
Interested parties who have reason to believe that the item(s) above should not be certified as a sole source
should provide information in the following format for UM to use in determining whether or not to proceed with
awarding the Sole Source purchase.

1.2.1 Interested parties must present specific objections to the Sole Source certification using the
criteria listed above.
1.2.2 A statement regarding the Interested Party's capabilities as related to this Sole Source
Certification Request.
1.2.3 Comments will be accepted at any time prior to Tuesday, September 1, 2026 at 10:00 am (Central
Time). Comments should be addressed to:

1.2.4 Responses may be delivered by hand, via regular mail, overnight delivery, or e-mail at
solesource@olemiss.edu with cc: to bids@olemiss.edu and must reference the sole source
number.
1.2.5 UM WILL NOT BE RESPONSIBLE FOR DELAYS IN THE DELIVERY OF RESPONSES. It is solely the
responsibility of the Interested Parties that responses reach UM on time. Interested parties
may contact Jeff Wells at 662-915-7448 to verify the receipt of their responses. Responses
received after the deadline will be rejected.
If after a review of the submitted notice and documents, UM determines that the commodity in the
proposed sole source request can be provided by another person or entity, then UM will withdraw the
sole source certification and submit the procurement of the commodity to an advertised competitive
bid or selection process.
If UM determines after review that there is only one (1) source for the required purchase, then UM will
follow applicable ITS procedures for making the purchase.
