1 BIDDING REQUIREMENTS
1.1 INVITATION TO BID
Sealed proposals will be received at the office of the Carmichael Water District, located at
Carmichael Water District, 7837 Fair Oaks Boulevard, Carmichael, CA 95608, until 2:00 P.M.
local time on Wednesday, September 9, 2026, or such later date as may be set by addendum, and
then will be publicly opened and read for the construction of the following public works project:
On-Call Asphalt Construction Services: Provide Asphalt construction services for
Carmichael Water District (District) water line construction projects. The District
repairs, maintains, and replaces water distribution lines on a regular basis that often
require asphalt construction when location of work is on public roads. The District
will contact the contractor at any time throughout the duration of the contract, as
the need for asphalt construction services arise.
The contract documents for the Project, including the public works construction contract,
instructions to bidders, bid forms, and plans and specifications, may be examined at the District
office, with prior notice to the District's representative, located at 7837 Fair Oaks Blvd,
Carmichael, CA 95608. One copy of the contract documents must be purchased from ARC
Document Solutions in order to be an eligible bidder. (https;//customer.e-
arc.com/arcEOC/ARCPlanRoom.aspx). Potential Bidders may also obtain additional copies of
contract documents from the District website (www.carmichaelwd.org) at no charge. Bidders must
comply with the 'Instructions to Bidders' in the contract documents.
The successful bidder must possess the following classification or type of contractor's
license issued by the Contractors State License Board: Class A.
To be qualified to bid on this Project, bidders must be registered and qualified to perform
public work with the Department of Industrial Relations pursuant section 1725.5 of the Labor
Code. All subcontractors listed in a qualified bidder's bid as performing any portion of the work
also must be registered and qualified with the Department of Industrial Relations.
The attention of bidders is directed to the requirements and conditions of employment to
be observed and prevailing wage rates to be paid to all workers employed under the Contract in
accordance with Labor Code sections 1770 and following. Copies of the prevailing rate of per
diem wages are on file at the District's office, and will be made available to any interested party
on request. In accordance with Labor Code section 1771.4(a)(1), this project is subject to
compliance monitoring and enforcement by the Department of Industrial Relations.
The District reserves the right to reject all bids. Any bid not conforming to the intent and
purpose of the Contract Documents may be rejected. The District may extend the time to award
the Contract.
