General Information

The Stillwater Utilities Authority (SUA), Stillwater, Oklahoma seeks qualifications and proposals from professional and qualified individuals and firms to provide plans, specifications, bidding, and construction phase services to rebuild 2.75 miles of 69kV transmission line and to demolish two circuits of 69kV transmission line totaling 1.45 miles.

The SUA reserves the right to reject any or all submissions and to waive irregularities therein. It shall be clearly understood that any costs incurred by responding to this request for qualifications and proposals are at the Respondent's own risk and expense. The SUA shall not be liable for reimbursement to the Respondent for any expense so incurred, regardless of whether the proposal is accepted.


Questions about the RFP should be submitted through the Ionwave portal and will be answered on the portal. Oral discussions are encouraged for clarification purposes; however, respondents shall not rely on oral responses to questions. No oral statements by any person shall modify or otherwise affect the provisions of this Request for Proposals and/or any contract resulting therefrom. All modifications, addenda or amendments must be made in writing by the SUA.

Preliminary Project Overview

The following outlines the general scope of construction and demolition activities anticipated for this project. These details serve as a preliminary framework, and the selected engineering firm will be responsible for refining the design, identifying any necessary modifications, and ensuring a comprehensive and technically sound approach. Any recommendations for alternative solutions, enhancements, or adjustments should be included in the proposal.

General Construction Scope

Replacement – Virginia & Jardot to Stillwater 69
  • Replace three 80’ Class 1 dead-end wood poles with steel.
  • Replace forty-five 80’ Class 1 tangent wood poles with steel.
  • Reconductor 2.75 miles from 636 AAC to 795 ACSR.
  • Install OPGW and splice box at both ends (splicing by others).
  • Replace all hardware and install new crossarms where present.
  • Transfer all attachments to new structures.

Demolition Scope

Virginia – Perkins to Jardot

  • Install new down guys at both ends.
  • Remove 1 mile of 636 AAC conductor, shield wire, and associated hardware.
  • Top 18 poles 2 feet above the crossarm and install split bolts.

Lakeview – Husband to Perkins

  • Install new down guy at the east end.
  • Remove 0.45 miles of 636 AAC conductor, shield wire, and associated hardware.
  • Top 7 poles 2 feet above the crossarm and install split bolts.
Minimum Qualifications

Qualified respondents will be firms and/or individuals that are Oklahoma licensed professional engineers who specialize in electric transmission systems and demonstrate specific relevant experience with high voltage transmission line design, specifications, and construction management.

Project Schedule

The overall project schedule is tentative (except for the last day for questions and the response due date) and will be adjusted as needed:

Last day for questions - 5:30 PM April 23, 2025
Responses due – 3:00 PM, April 30, 2025
Review and evaluation of responses – April/May 2025
Schedule interviews (if needed) – May/June 2025
Notification of selection – June/July 2025

Evaluation

Qualifications will be evaluated based on the responses to criteria listed under the attributes tab. An evaluation matrix is included under the attachments tab that shows the point value for each of the evaluation criteria.

The top ranked consultant(s) may be invited for an oral interview. If interviews are conducted, they will be a part of the overall evaluation and selection.  A contract will be negotiated with the selected consultant.

Evaluators will make a recommendation to the General Manager and/or SUA Trustees as appropriate under City procurement policy. The General Manager/SUA Trustees will make the final selection. The General Manager and/or SUA Trustees reserves the right to reject all proposals, or parts of proposals as may be in the best interests of the SUA.
