Scope of Services
Osceola County, Florida (“County”), in coordination with SM NeoCity Developer, LLC (“Development Coordinator”), is soliciting proposals from qualified firms to provide independent advisory services for the NeoCity Performing Arts Center (“PAC”). The selected Consultant shall review existing feasibility documentation and develop recommendations regarding programming, governance, operations, and financial sustainability to inform subsequent design and procurement phases. The Consultant shall coordinate with the County’s retained theatre planning consultant to ensure alignment between operational modeling assumptions and facility programming criteria. This engagement will occur prior to design development and will serve as a foundational planning component for the project.
