Summary

The City of Lompoc is requesting Qualifications and Proposals for the Upgrade of Two Lime Slaker Units at the City’s Water Treatment Plant located at 601 East North Avenue. The purpose of this Request for Qualifications/Proposals (RFQ/RFP) is to solicit proposals from various candidate organizations, conduct a fair and extensive evaluation based on criteria listed herein, and select the candidate who can best meet the needs of the City. Proposals will be received per the attached specifications, until 2:00 pm on Thursday, May 7, 2026 . Proposals received after this time will be returned unopened. Proposals shall be valid for 90 calendar days after the bid opening date. All proposals shall be in sealed envelopes with a label containing proposal title, proposer’s name, and proposal due date and time. Proposals must be delivered to:

Number of copies to be submitted: 1 original with original signatures, three copies, a thumb drive, and also upload to OpenGov project site. Proposed fees will be submitted only in a separate sealed envelope. Fees are not to be included on the thumb drive or uploaded into OpenGov. Proposals will not be publicly opened and read.

From the original issue date through the contracting period, the only authorized City contact will be the Purchasing Officer or the Purchasing staff contact listed below. Interested vendors or their representatives are not allowed to communicate with other City staff regarding this solicitation. If any proposer is found to be in violation of this provision, the City reserves the right to reject their submission.

In order to be sure that you are listed as a “Registered Proposer” and advised of any changes please complete and return the “Registered Proposer Information Sheet” today before you prepare and send your proposal. Not returning the Registered Proposer Information Sheet may be a reason for disqualification.

It is the responsibility of the proposer to see that any Proposal submitted shall have sufficient time to be received by the Purchasing Office prior to proposal opening time. Late proposals will not be considered but will be returned unopened. Proposals will not be accepted by email or FAX.

Background

The City of Lompoc is located where California Hwy 1 and Hwy 246 meet: Fifty-five miles Northwest of Santa Barbara and ten miles Southeast of Vandenberg Air Force Base. Rolling hills surround the Lompoc Valley in the north, south, and east. The Pacific Ocean is 9 miles to the west. The Santa Ynez River (dry most of the year) runs east to west through the valley. A chaparral forest with sandy soil, named Burton Mesa, runs to the north.

Lompoc weather is broadly defined as a cool Mediterranean climate that is typical to most coastal areas in Southern California. In Lompoc, the summers are short, comfortable, dry, and mostly clear and the winters are cold, wet, windy, and partly cloudy. Over the course of the year, the temperature typically varies from 40°F to 72°F and is rarely below 32°F or above 82°F.

The City of Lompoc (City) has prepared this Request for Qualifications/Proposals (RFQ/RFP) for the upgrade of two Lime Slaker units at the City’s Water Treatment Plant (WTP) located at 601 East North Avenue in the City of Lompoc, Santa Barbara County, California.

The City desires to select a qualified consultant to provide preliminary design services, and prepare Proposal documents (plans, specifications, estimates) for the lime slaker replacement project. The City also expects to have same consultant provide Proposal phase and construction phase services to see the Project through construction.
