Project Description: HAME / HASLC seeks responses to two Requests for Proposals (“RFPs”) for Tax Credit Equity Investors, Construction Lenders, and Permanent Lenders for two related affordable housing projects within The Grove development in downtown Salt Lake City.
Please note that these are two separate RFPs for two separate buildings. Although the projects are related and are both part of The Grove development, each RFP relates to a separate building and requires its own separate review and response. Firms may respond to one or both RFPs, but responses should be clearly identified and submitted separately for each project.

The historic Northwest Pipeline Building will be the first of two buildings completed at The Grove. HAME is soliciting proposals from qualified and experienced Tax Credit Equity Investors, Construction Lenders, and Permanent Lenders for the renovation and operation of the historic Northwest Pipeline Building, which is expected to include approximately sixty-three (63) affordable housing units with ground-floor commercial space.

The Lupine will be the second of two buildings completed at The Grove. HAME is soliciting proposals from qualified and experienced Tax Credit Equity Investors, Construction Lenders, and Permanent Lenders for the construction and operation of The Lupine, which is expected to include approximately one hundred thirty-three (133) affordable housing units with ground-floor commercial space.
The Grove Development (Northwest Pipeline Building and The Lupine Together)
The Grove is a two-building affordable housing community being developed by Housing Assistance Management Enterprise (“HAME”) and the Housing Authority of Salt Lake City (“HASLC”), in partnership with Xylem Projects and Common Ground Institute (“CGI”). Together, the Historic Northwest Pipeline Building and The Lupine are expected to provide approximately 196 affordable housing units, 100 to 150 parking stalls, commercial and retail space, public green space, and other community amenities in downtown Salt Lake City.
Important Submission Instructions
These are two separate solicitations:
• RFP #26-006 is for the Historic Northwest Pipeline Building only. (Renovation of Existing Building)
• RFP #26-010 is for The Lupine only. (New Construction)
• Firms may submit proposals for one or both RFPs.
• If submitting for both, please submit separate responses and clearly label each response with the applicable RFP number and project name.
