Melody & Keniston Island, Electric Distribution Upgrades
Purpose and Background
The Town of Wolfeboro Municipal Electric Department (WMED) is seeking proposals from Qualified
Line Contractors for contract services to upgrade the Single-Phase Electrical Distribution systems on
Melody and Keniston Islands on Wolfeboro Bay in Lake Winnipesaukee. The successful bidder shall
be responsible for the installation of: 3,780 circuit ft. (single-phase, #2 - 15kV rated, ACSR primary
"Tree-wire" with a bare #2 ACSR neutral) conductor. Bidder shall install 20 wood poles, 12
transformers, 23 guy/anchor assemblies and miscellaneous overhead distribution/secondary/service
equipment. The Contractor will be responsible for removal, salvage and transportation and disposal of
similar quantities of materials replaced. MED shall provide "onshore" staging area for parking, disposal
and salvage containers. Procurement of all poles, conductor, transformers and associated overhead
distribution equipment and hardware required for this project shall be provided by the Wolfeboro
Municipal Electric Department. Please see attached Scope of Services for further details.
* Prospective bidders must complete the attached bid form and a signed anti-collusion clause
completed by an authorized representative of the bidding company.
* Pre-bid site visitations by prospective bidders will occur on three (3) optional dates and times:
September 15 @ 10:00am, September 16 @ 10:00am or September 18 @ 10:00am.
Transportation will be provided, please reserve time as capacity per trip will be 6 individuals which
will be reserved on a "first come first serve" basis. Reservations can be made by contacting Jeremy

* All bids must be submitted in an envelope plainly marked "Electric Department Melody-
Keniston Island Reconstruction." The sealed envelope shall either be mailed to the address
below or emailed to link provided.

* Bid Proposals must be received no later than Thursday, September 24, 2026, at 2:00 PM at
which time they will be publicly opened and read aloud. Any bids received after that time will not
be considered.

Work Description / Scope of Services
It is the intent of the Wolfeboro Municipal Electric Department to hire a contractor to provide all Line
Construction Services to include the following:
* Work performed within this project will take place in close proximity to energized
4.16/2.4kV line conductors. Contractor shall be experienced in this work, as documented
by references, and shall take all appropriate safety measures.
* Contractor shall be completely familiar with and be experienced in all aspects of Electrical
overhead and underground distribution line construction. It shall be the responsibility of the
Contractor to become familiar with the materials and equipment provided by the WMED
and the installation thereof. Failure of the Contractor to correctly interpret the scope of
work and construction standards provided, shall not be considered a basis of claim for
additional compensation.
* Where work conditions require, Contractor shall work within the constraints of qualified
"Lockout/Tagout" Procedures in accordance with OSHA, NH Dept of Labor and the
WMED requirements.
* Re-Closing / non-Re-Closing switching request and operations shall adhere to the WMED
standards of procedure.
* Contractor shall be responsible for transportation/delivery/loading/unloading of all new line
materials from storage at the MED Armory facility to the jobsite.
* The Contractor shall be responsible for all installation labor, supervision, construction tools
and equipment required to complete the "Turn-Key" completion of this project.
* The Contractor shall be responsible for any temporary conductor relocations (labor and
associated equipment) required to facilitate installations of new conductor and equipment
while maintaining power to limit outage durations.
* The Contractor will be responsible for the cleanup, transport, disposal and salvage of all
removed line materials except for transformers. Transformers which are removed will be
delivered and returned to WMED facility by the Contractor.
* Barge/Boat Transportation for Material, Equipment and Labor will be responsibility of
selected Contractor
* The Contractor will be responsible for "Dig Safe" requests and identification of all
underground utilities including waterlines, septic pipes/tanks/leach fields.
* The Contractor shall maintain and complete required "legible paperwork" detailing
transformer equipment reports to be submitted to WMED.
* The Contractor shall stencil/number all poles on the Islands as noted on the staking sheets
provided. (Stencil number and letters to be provided by WMED).
* The Contractor shall include within the full-rate pricing, an allowance for pole ledge
drilling and ledge anchor drilling. Fixed pricing to presume ledge presence at 50% of all
new pole and 33% of anchor locations.
* Contractor shall provide unit pricing for any ledge pole and anchor drilling requirements
exceeding the 50% Pole and 33% ledge allowance within the full-rate pricing.
* Contractor shall be responsible for full labor requirements in conversion activities
transferring the electrical operating system from the "Old" to the "Newly Constructed".
* Proof of Insurance will be required prior to the Award of Proposal. Please see attached
Insurance Requirements for applicable services provided by contractors working for the
Town of Wolfeboro.

Construction Standards Notes:
When not specifically identified within Construction Standards provided, the following shall take
precedence over the standard drawings where applicable (all material requirements will be
provided by WMED unless noted):
1. A 5/8" bolt with two (2) square washers shall always be installed perpendicular to the bolts
supporting the pole top hardware to prevent splitting of the top of the pole when brackets are
mounted at the top of the pole. The bolt shall generally be 2" below the highest support bolt.
Pre-drilled holes shall be used where practical.
2. Crossarm mounted pin insulators that support line conductors (under tension) shall be mounted
on steel clamp type "saddle" pins to prevent splitting the crossarm.
3. Fiberglass guy insulator links shall be used for all guys attached to poles that support primary
conductors. Guy strand cable shall be bonded to the pole ground below the insulator.
4. Neutral practice shall generally be in accordance with the WMED open wire distribution
construction standards. The standard position for the neutral attachment shall generally be
attached 60 inches below the top of pole on 35ft. poles and 72" on 40ft. poles. This distance
may be adjusted accordingly when primary equipment requires additional pole top space.
5. Ampact connectors shall be used for main line taps. (Ampact shot shells will not be provided by
WMED). Ampact "stirrup" connectors shall be used to attach cutouts to the main line
6. Secondary pole to pole underbuilt TPLX and/or Neutral conductors running "thru" shall be pole
locations shall be attached at all pre-existing and new pole locations with a suspension angle
clamp. This shall apply regardless of tangent or angled pole locations.
7. Secondary pole to pole underbuilt TPLX and/or Neutral conductors which are "dead-ended" at
pole locations shall be terminated with a "dead-end" shoe. Staking sheets designate this
arrangement as (J1-010S).
8. Service TPLX conductors spanning from pole to home service locations shall be dead-ended
utilizing wedge clamps and designated on staking sheets as (J1-010W).
9. "Chance" 15/27 kV BIL, Type C Linkbreak Polymer Cutout w/100Amp, 8k AIC rated
Fuseholder shall be utilized at all fuse locations.
10. This project includes the replacement of multiple secondary and service conductors as detailed
in the staking sheets. Parallel groove, "H-Tap' compression style connectors will be utilized at
all secondary and house services conductor transitions.
11. All encountered mechanical or barrel sleeve style secondary and service connectors shall be
replaced with H-Taps connectors at all pole locations regardless of pole being replaced or not.
12. Pole Removals will generally be limited to cutting the top of pole and disposing of the section
above the phone cable attachment location. Locations in which MED is the only attached party,
full pole removal and disposal shall take place.

Note: Although 15kV line construction and equipment standards will be utilized for this project,
the actual operating voltage at this time is to remain at 2.4kV Line to Ground. Dual Voltage
Transformers will be installed to facilitate a future voltage conversion if required.
Wolfeboro Municipal Electric shall be responsible and provide:
* Prescheduled Site Visit Transportation.
* Tree-Trimming and Line Clearing.
* All Materials including poles, conductor, anchors, transformers and associated hardware
and devices required for permanent construction to be provided and stored at the WMED
Facility (133 Middleton Road).
* Construction Standards and Guidelines.
* Construction overview Maps and Staking Sheets
* WMED will act as the customer interface to coordinate to schedule any significant planned
outages.
* Assistance in arranging Docking/Landing/Staging Locations.
* Construction Inspections.

Contractor shall provide a timeline schedule to ensure that the substantial completion date is no later
than December 31, 2026. WMED reserves the right to segregate and partially award the two (2)
Island projects based upon the budget confines of the project budget.

The Town of Wolfeboro Municipal Electric Department reserves the right to reject any or all proposals without
explanation, to waive technicalities and informalities and to re-advertise for new proposals for whatever reason
deemed to be in the best interest of the Town of Wolfeboro. Proposals which fail to meet the requirements, or
which are incomplete, conditional or obscure, or which contain additions not called for, erasures, alterations or
irregularities of any kind including evidence of collusion, or in which errors occur or which contain abnormally
high or abnormally low prices may be rejected as informal.

INSURANCE REQUIREMENTS
Insurance:
Contractor, and all subcontractors, shall procure and maintain for the duration of the contract the
following coverages, and shall provide a certificate and endorsement naming the Town and its officials,
employees, volunteers, and agents as additional insured. These coverages shall be primary and on a
non-contributory basis in the event there is other insurance applicable. The Town must be provided
with notice of cancellation of coverages at least thirty days prior to cancellation.
Commercial General Liability $1,000,000 per occurrence / $2,000,000 aggregate
Automobile Liability $1,000,000 per accident for bodily injury and property damage
Workers Compensation As required by NH Statute
Employer's Liability $1,000,000 per accident, injury, disease
If design and construction are involved:
Professional liability $1,000,000 per occurrence / $2,000,000 aggregate
Builder's risk value of completed project with no co-insurance penalty, Town
named as loss payee.
Indemnification:
To the fullest extent permitted by law, Contractor shall protect, indemnify, save, defend and
hold harmless Town, including its officers, officials, volunteers, employees, and agents, from
and against any and all liabilities, obligations, claims, damages, penalties, causes of action, costs
and expenses, including reasonable attorney and paralegal fees, which Town, and/or its
officers, officials, volunteers, employees, and agents may become obligated by reason of any
accident, bodily injury, personal injury, death of person, or loss of or damage to property, arising
indirectly or directly in connection with or under, or as a result of this agreement, but only to
the extent caused in whole or in part by any contractor, subcontractor, and/or agent.
