INSTRUCTION TO OFFERORS (ITO)/GENERAL INFORMATION

The quotation must be clear, concise, and must include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.

This acquisition will be set-aside exclusively for competitive award among Small Business concerns. To be considered the vendor must be classified as a small business under the North American Industry Classification

System (NAICS) code 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical Systems and Instrument Manufacturing, with a size standard of 1350 employees.

The Procurement Contracting Specialist (CS) is the sole point of contact for this acquisition. Address any questions or concerns you may have to the CS. Only written requests for clarification may be sent to the CS at the address located on the front page of the SIR, ATTENTION: Scott Roberson or via email at scott.roberson@faa.gov. All questions and Government responses will be provided to each identified interested party.

DIRECTIONS FOR SUBMITTING QUOTATIONS

Offerors must complete Blocks 12-14, & 16 of page 1, (Please note: Block 13 must be signed by an official of the firm authorized to make binding contractual commitments for the firm); Block 10, Section B (Supplies or Services); relevant fill-in clauses highlighted in yellow contained in the Terms and Conditions. Completion of these documents indicates that the offeror has read and agrees to the entirety of the terms and conditions contained in the RFQ.

Offers must be received by the date/time set in Block 9 of Page 1, electronically as allowable under AMS Clause 3.2.2.3- 20 to the Contract Specialist at scott.roberson@faa.gov. Please include the quotation number "6973GH-25-Q-00059" and company name in the subject line of the email.

CAUTION: The name and address of your firm on the proposal MUST EXACTLY MATCH the address used for your UEI number/SAM registration. Proposals must be received by March 5, 2025, or as amended, at the email address shown below. Early submission is acceptable.

The Government and the FAA shall not be liable for payment of, nor reimburse offerors or contractors for any costs incurred in the preparation and/or submittal of a proposal in response to this RFQ or resultant task order. All proposal preparation and/or submittal costs are at the risk of the offeror or contractor.
