1. Invitation and Procurement Overview
The New Britain Housing Authority (“NBHA”) invites qualified public or private entities to submit
proposals to serve as the HUD-approved Independent Entity for Mount Pleasant Phase I, a 63-unit
redevelopment in which NBHA will retain an ownership or controlling interest and administer Project-
Based Voucher assistance. The selected firm will perform the independent functions required for PHA-
owned PBV units, including rent determinations, rent reasonableness, inspections, construction-
completion review, and related HUD coordination.
NBHA intends to award one professional-services contract for an initial three-year term with two
additional one-year options. Exercise of each option is solely at NBHA’s discretion and is subject to
satisfactory performance, continued need, funding availability, and any required approvals.
1.1 Procurement Standard
This solicitation is intended to provide full and open competition consistent with NBHA procurement
policies, 2 C.F.R. Part 200, applicable HUD requirements, and Connecticut law. Award will be made to
the responsible respondent whose proposal is most advantageous to NBHA, considering price and the
evaluation factors stated in this RFP. This procurement is for professional services and does not
constitute an invitation for sealed bids.
1.2 Governing Requirements
• 24 C.F.R. Part 983, including §§ 983.57, 983.103, 983.156, and 983.301–983.305, as amended.
• Applicable RAD requirements and HUD notices governing PHA-owned PBV and RAD-PBV units.
• 2 C.F.R. §§ 200.317–200.327 and Appendix II to Part 200, as applicable.
• NBHA’s Procurement Policy and HCV Administrative Plan.
• HUD-required forms, certifications, and contract provisions applicable to the final award.
2. Project Background
Mount Pleasant Phase I is being developed through a RAD/Section 18 conversion strategy. The
completed project is expected to contain 63 PBV-assisted dwelling units under a single project-based
assistance structure. NBHA will hold an ownership or controlling interest in the project ownership entity
while also administering the voucher assistance. Because of this relationship, NBHA may not perform
the required independent-entity functions for the PHA-owned units.

NBHA will provide the selected firm with the final unit mix, utility allowances, proposed rents, financing
and conversion documents, development schedule, applicable PBV selection documentation, inspection
schedule, and other records reasonably required to complete the assignment.
3. Scope of Services
3.1 Mobilization and HUD Approval
• Conduct an organizational conflict review covering NBHA, the ownership entity, developer,
management agent, consultants, lenders, investors, and other relevant parties.
• Execute a joint NBHA/Independent Entity certification establishing the parties’ autonomous
relationship and unbiased performance.
• Provide qualifications, organizational information, insurance evidence, contacts, and supporting
materials required for HUD approval.
• Participate in coordination with the HUD Connecticut Office of Public Housing and respond
promptly to requests for clarification.
• Do not perform an independent-entity function until HUD approval is obtained or NBHA
confirms that separate HUD approval is not required for that function.
3.2 Initial Rent and Rent-Reasonableness Determinations
• Review the proposed PBV rent schedule, bedroom distribution, utility responsibilities, applicable
utility allowances, FMRs/SAFMRs, RAD rents, OCAF provisions, and regulatory rent caps.
• Identify and document adequate comparable unassisted units for each materially distinct
assisted unit type.
• Evaluate location, quality, size, unit type, age, amenities, housing services, maintenance,
utilities, accessibility features, and other material comparability factors.
• Determine the initial reasonable rent and initial rent to owner for each applicable unit category.
• Prepare a written, auditable determination describing methodology, sources, adjustments,
comparables, conclusions, and effective date.
• Furnish the final determination to NBHA and any HUD office or party required by applicable
rules.

3.3 Annual Rent Adjustments
• Review owner requests for annual rent adjustments and all supporting documentation.
• Calculate applicable OCAF adjustments and confirm that adjusted rents do not exceed
reasonable rent or another applicable cap.
• Perform new or updated rent-reasonableness testing whenever required by regulation, HUD
guidance, the HAP contract, or a material market/project change.
• Provide written rent determinations in time for NBHA to process each annual adjustment
without delay.
• Maintain an auditable record of data sources, calculations, approvals, and effective dates.
3.4 Inspections
• Perform all independent inspections required for the PHA-owned PBV units under current
NSPIRE or successor standards.
• Complete initial/pre-HAP inspections for all contract units when required, together with
common-area, building-exterior, site, and systems observations within the applicable inspection
protocol.
• Perform required periodic, turnover, complaint, emergency, quality-control, and reinspection
work assigned under the contract.
• Issue clear electronic reports identifying deficiencies, severity, correction deadlines,
photographs when appropriate, and pass/fail status.
• Communicate life-threatening or severe deficiencies immediately to designated NBHA and
owner contacts.
• Confirm correction of deficiencies and maintain inspection records in a form suitable for HUD
review.
3.5 Development Completion Review
• Review the owner’s evidence and work-completion certification for development activity.
• Review certificates, architect certifications, approved plans, permits, occupancy documentation,
inspection results, accessibility information, and other evidence required by 24 C.F.R. Part 983.
• Conduct site visits or additional inspections reasonably necessary to determine completion.
• Determine and document whether the units are complete and eligible for HAP-contract
execution.
• Identify unresolved conditions and verify their correction before issuing final approval.
3.6 Additional Independent-Entity Functions
• Review the PBV project-selection process if required; identify any RAD or other waiver
applicable to that review.
• Determine whether to approve any proposed substantial improvement during the HAP-contract
term when required.

• Provide technical assistance concerning Independent Entity functions without assuming NBHA’s
discretionary or fiduciary responsibilities.
• Attend remote meetings and up to two in-person meetings annually when requested.
• Respond to HUD monitoring, audit, or file-review questions relating to the contractor’s work.

All deliverables must be provided electronically in accessible PDF format, with supporting spreadsheets
or data files in native format when appropriate. The selected firm must retain records for the period
required by the contract, 2 C.F.R. § 200.334, HUD rules, and any longer applicable retention period.
4. Minimum Qualifications
A proposal will be considered responsive only if the respondent demonstrates all of the following:
• At least five years of experience administering, advising on, or reviewing HUD HCV, PBV, RAD-
PBV, or comparable rental-assistance programs.
• Completion of at least three comparable PBV or RAD-PBV assignments during the past five
years, including at least one assignment involving PHA-owned units or HUD-approved
Independent Entity functions.
• Demonstrated ability to perform PBV rent-reasonableness determinations and establish
contract rents.
• Demonstrated inspection capacity under NSPIRE or the inspection standards applicable when
services are performed.
